KALAWIT, Zamboanga del Norte – Poverty incidence in this town has gone down from 57 percent in 2010 to 47 percent in 2013 following the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), Mayor Eugenio Baliling told a group of media men joining the media tour organized by the Department of Social Welfare and Development (DWSD)-9 here recently.

Mayor Baliling, who has served the municipality as elective official in various positions since its creation in 1990, shared his observation that before the Pantawid program, people would always ask the town officials for help ranging from coffin for their dead loved ones, medicines, transportation and other services.

“Years after the implementation of the 4Ps in my town, you can count on your fingers those who would come and ask for help,” said the mayor adding, “The beneficiaries can now stand on their own.”

Cecilia Pillado, 58, a Pantawid beneficiary from Barangay Palalian, in an interview said the cash assistance enabled her to send her children to school. Two of her eight children have just finished college.

To achieve sustainable livelihood for 4Ps beneficiaries in the region, the Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Fiber Industry Development Authority (FIDA) and DSWD-9 have adopted a program dubbed Convergence Initiative and Partnership for Poverty Reduction (CIPPR), which would engage the beneficiaries in resource conservation and protection, productivity enhancement, climate change mitigation and adaptation in support of the government’s National Greening Program (NGP).

In Godod and Kalawit towns, the family-beneficiaries underwent a cash-for-work program for 22 days to plant rubber trees in their own farms, which are situated in public lands. Each family was paid P200 a day.

In five to six years from planting, these rubber trees will start producing latex and are ready for tapping. Rubber latex now sells for P40 to P50 a kilo.

Godod and Kalawit belong to set 1 areas in the implementation of 4Ps in Zamboanga del Norte along with the municipalities of Siayan, Sibuco, Baliguian, Gutalac, Jose Dalman, Roxas, Sergio Osmeña, Sindangan, Leon Postigo, Manukan and Katipunan. — FPG/PIA9
