Regular and casual employes of the Department of Public Works and Highways (DPWH) to be affected in the resurrection of the supposedly dead “Rationalization Plan” (rat-plan) expressed apprehension over the allegedly go-signal given by DPWH Secretary Rogelio L. Singson to implement sooner the anti-poor and pro-elite ruthless rat-plan conceptualized by former president and now Congresswoman Gloria Macapagal-Arroyo which agenda was then met with strong opposition from almost all sectors of society, especially those to be affected and their immediate and distant relatives, as well as their professional colleagues and close-good associates and friends.

The rat-plan has allegedly got an appropriation from Budget Secretary Florencio Abad for the meager separation pay which many claimed, will not even last for six months food maintenance for the family while searching for employment in the private sector in preparation for their survival in the future.

The unpopularly controversial rat-plan, concerned observers claimed, does not jibe with President Benign.o Aquino Ill’s advocacy of governance to have equal opportunity for all, as it runs counter to the President’s vision to have job-generation than job-displacement as the DWH production personnel are about to experience if Sec. Singson would not have a heart that bleeds for the poor yet productive workers.

The drastic move of Singson, observers said, would not contribute to the plus factor of P’Noy as it would even bring down deeper into the level not worth well-appreciative in addition to his already appreciable fight against the evil forces of corruption done by greedy corrupt leadders that put the government in woldwide shame under the wide-shadow of voluminous cheatings and transaction irregularities ever unearthed in Philippine history.
