RPMC 9 orients ZamPen LPMCs on RPMES PDF Print E-mail

With its aim to equip the Local Project Monitoring Committees (LPMCs) with the working knowledge on the Regional Project Monitoring and Evaluation System (RPMES), the Regional Project Monitoring Committee-9 (RPMC-9) oriented the LPMCs of Zamboanga Sibugay and Zamboanga del Sur on the RPMES last October 13, 2011 and November 8, 2011, respectively. The orientation for Zamboanga del Norte LPMCs is scheduled on November 17, 2011.

The LPMCs were represented by the Local Government Units’ (LGUs) Local Government Operations Officers, Planning and Development Coordinators, and Private Sector Representatives.

Out of the 19 invited LGUs in Zamboanga Sibugay, 17 participated in the orientation, including Zamboanga City, held at Roderic’s,Resort, Pension House, and Restaurant in Taway, Ipil, Zamboanga Sibugay. For Zamboanga del Sur, 28 LGUs were invited and 25 participated in the orientation at Pagadian Bay Plaza Hotel, Pagadian City.

RPMC 9 Chairman and National Economic and Development Authority (NEDA) IX Regional Director Arturo G. Valero spearheaded the conduct of the orientation. He expressed his appreciation to the attending participants as their presence showed their interest in the revitalization of the LPMCs. He also hoped to partner with the LPMCs on future project monitoring activities. 

The topics discussed by the RPMC 9- Technical Working Group (TWG) Members were the following: (1) Objectives and Scope; (2) Organization of Project Monitoring Committees; (3) Responsibilities of Entities; (4) Organizational Framework and Structure; (5) Systems Framework; (6) Process Flow; (7) Monitoring Procedures and Problem Solving; and (8) Reporting Procedures and Computing Accomplishment PMC Forms. A workshop was conducted after the discussion of the last topic.

The RPMES was established through EO 376 dated 2 November 1989. The system provides a scheme for monitoring and evaluating projects at the national, regional, provincial/city and municipal levels, with the extensive and active participation of various government agencies, LGUs and nongovernment organizations (NGOs) at all levels.

The RPMC is the monitoring arm of the Regional Development Council. The NEDA Regional Director serves as the Chairman of the Committee, DBM Regional Director as Co-Chairman and its members are the DILG Regional Director, PMS-OP Regional Team Leader, an RDC-NGO Representative, and two NGO Representatives. The NEDA Regional Office serves as the Secretariat.

The orientation in Zamboanga del Norte which will be held in Hotel Camila, Gov. Luna St., Dipolog City, is hoped to be equally successful like those done in Zamboanga Sibugay and Zamboanga del Sur. — Ardi Abril T. Layugue- NEDA 9
