Our “Mi Ciudad de Zamboanga” designed by the Spaniards centuries ago is a typical Spanish town that you can see almost anywhere in the world, where Spain subjugated during their era of conquest. The streets are narrow, designed for their horse-driven carriages. These Spanish road design is standard and has withstood time without changes, because the new settlers when the Spaniards left, did not mind building another community. Instead they continued to stay in the settlement that the Spaniards built and designed, because during those times, Spain was an empire and a Spanish settlement anywhere in the world, is worth keeping for its architectural design. Today, centuries have passed and our city still retain the Spanish designed narrow roads, mainly for lack of space and area and our city is now highly urbanized and thickly populated. The city’s narrow roads cannot cope with the number of modern vehicles bigger than a horse driven carriage and the number of people passing the city’s narrow roads everyday. The fact that urbanization also brought big business activity and built edifices that made our city roads narrower, the result is, this snarling traffic we have everyday.

The traffic situation creates a chain reaction that affects almost every daily activity in the city. Business activity slows down and people’s daily routine is a “rat race” seeking to make both ends meet. No amount of traffic innovation can improve traffic in the city unless the city government will disperse clog narrow roads of traffic by constructing new wide diversion roads to cater to the city’s East and West Coast residents, who own all types of vehicle and goes to the city daily since they work in the city proper. Unless too, the city can control, the over 100,000 private vehicles, excluding motorcycles and tricycles, plying daily in our city roads. These are data revealed by traffic police enforcers and the Land Transportation Office (LTO). Over 100,000 private vehicle plus an additional of at least half that number from motorcycles and tricycles using the city’s narrow roads daily, is not only horrifying but terrifying because some traffic police and road enforcers still find time to chat in street corners.

The traffic police enforcers must apprehend bicycles without head and rear lamps at night. They pose danger to motorists and traffic accidents, also, bicycles locally known as “trisicad” should never be allowed to use the city streets and highways anytime of the day. They should be confined only on in-roads and subdivision roads. They should also have some sort of registration and drivers I.D. if they cannot be licensed. Many household owners have been victims of burglary and the suspects are “trisicad” drivers. Information also revealed that allegedly some of these burglar drivers are in cahoots with some policemen who are protecting them. These information, if true, is very sad for everybody, because burglary and thievery in the city can never be solved.

The most unruly drivers in the city streets are the, dirty, unschooled and under age “trisicad” drivers. Why are they allowed to drive bicycles for paying passengers? The LTO must look into this problem and not only concentrate on unregistered or late registration vehicles, unlicensed drivers, “habal-habal” vehicles , the “trisicad” problem in the barangay proper and in subdivisions, are a bigger problem. They not only violate traffic rules but allegedly commit criminal offenses.

Information relayed to this column is that the delay on the completion of the project is allegedly because it is sub-contracted to a third party by the winning bidder. This is scam and anomalous.
