It has been noted that almost all problems in the country need a politician for a solution. Nothing will work or move without a politician’s intercession. From natural calamity to man-made disaster, a politician is needed to put things back to normal. Problem of health, peace and order, sanitation, smuggling, illegal drugs, employment problem even collection of taxes, a politician’s hand is needed to make things possible. Rehabilitation from war and the quest for peace, a politician is the major player to make things work out. Practically, every daily activity and routine a politician’s hand is there. Without politicians, government administration and operation, business activities and security in the country or in the locality will stand still. Any activity, rare occurrence or whatever the mind can conceive, a politician’s participation to look for a solution is always there. In order that the country can be sure, that politician’s participation in almost anything will not be bungled or does not flop, an exclusive school for politicians should be created and teach them to master the science of “jack-of-all-trade” . This will be a new course aside from their profession. It will be a post graduate course. All upcoming candidates for elective position must undergo this course and COMELEC must make it a compulsory requirement. This will ensure that future politicians, although not so well learned and who cannot even express themselves in the council or in conferences, know what to do.

As an example during the bloody siege of Zamboanga City, politicians were acting like military generals and commanders directing the operation of our trained military officers and soldiers. During natural calamities like flood, conflagration and drought in our countryside, some politicians act like engineers, directing the construction of bridges, roads and even the repair of dikes, rendering useless, our government agriculturist, and trained environmentalist. Even cost and estimates of infrastructure projects for rehabilitation of projects or new construction, a politician does the job, making our planners second in fiddle at the planning stage.

In health epidemic, politicians act like Doctors of Medicine during a conference for epidemic and damage control. Politicians select what medicines to purchase, where to buy them and how it shall be distributed. What is bad is, sometimes, “eager-beaver” politicians help in dispensing them to the sick without the expert assistance of a government doctor who went to school for over 10 years to know the profession.

In boundary disputes and distribution of areas, politicians act like lawyers, interpreting legal measures in their own opinion that sometimes make the issue a complex problem of legality and one step nearer to a conflict of interest, which the law abhors. In tax collections, politicians design their own system of tax collection not taking into consideration the budgeting and accounting procedures or its prohibition and exemption. It has been noted that the Integrated Bus Terminal ( IBT) which cost the public millions of pesos to construct, cannot take off on its operation for some accounting problems. Some politicians believe that te opening the IBT for service is like operating a “sari-sari” store, without a tax and staffing pattern ordinance following all government procedures and requirements. Even the traffic problem of the city, some politicians know better than traffic authorities amidst this monstrous and snarling traffic during prime time, by approving at will, big malls to be constructed in an already “bottle neck”  street, without the necessary measures to lessen traffic jams, when they operate. Even the Commission on Higher Education (CHED) is not exempted from politicians, school presidents and officers must have the blessings of politicians before they are appointed.

A school exclusively for politicians should be created by the Department of Interior and Local Government (DILG) because it is noted that the DILG’s orientation for new elected officials every after election is useless, most of our politicians have not learned or retained any of their orientation except in preparing for their travel vouchers and reimbursements. Number one to go to this school for politicians, should be the Secretary of the Department of Interior and Local Government, so he can lead by example. All politicians who graduate from this school must have a degree of “Masters in Jack-of-all-trade”, a very appropriate title for politicians,

Poll watchers and other election volunteers are also invited for a seminar by their political parties, perhaps, politicians must have a school so they can impart electoral process and their job description properly and lead by example.
