DUTERTE FILING HIS COC FOR PRESIDENT AT 4 PM, OCT. 15: As of 4 p.m., October 15, 2015, Davao City Mayor Rodrigo Duterte shall have already filed his certificate of candidacy for the presidency in the 2016 elections! Whether Mar Roxas, Grace Poe, Jejomar Binay, or Miriam Defensor Santiago (or even Malacanang) would care to admit it or not, Duterte is a game changer.

With his formal act of joining the presidential race next year, there will be a tremendous shift of voters’ preference towards him. Duterte is sure to draw more Filipinos—whether rich or poor, ordinary or powerful—to his candidacy in the days to come. The huge crowd that went to the Luneta to ask him to run last month will only grow bigger.

Indeed, why has Duterte become a formidable choice for the presidency, even if he is moneyless, party-less, and is a mere “provinciano” whose only experience in governance is his being the mayor of Davao City? The reason is that Filipinos see in him and in his iron-clad tactics a bright hope for true and beneficial change for all.

FAILURE OF GOVERNANCE IN RP THROUGH THE YEARS: The country already had for its presidents a brilliant lawyer, a “mere” housewife (who was in reality not so ordinary as she belonged to two powerful and financially-capable families), an actor, a police general, a bright economist, and a bumbling student-council-type individual (with apologies to a deceased senator).

But nothing really changed hereabouts. Crime and criminality have not waned and have even greatly and dramatically increased. Rebellion continues to hound the whole country. Foreign invasion, both economic and military, is unabated, aided in large part by those whom we have elected.

Poverty continues to waylay a vast majority, lack of employment opportunities in the country being its principal driver. Graft and corruption have grown, in the midst of, or, perhaps, despite, the “righteous path” brouhaha. Illegal drugs have kept their stranglehold on our people, particularly the youth. Over-all, there is clear failure of governance.

GODSPEED, RODRIGO ROA DUTERTE: In contrast, Duterte’s Davao City has gained international prominence because of his and his men’s effective strategies against poverty and criminality. Everybody recognizes that there is discipline among residents and even visitors in the city. Davao City has remained a place where anyone can walk even late at night without fear of being accosted by criminal elements.

Then, it is clear that Duterte has avoided enriching himself with his office. He continues to live as an ordinary man (so ordinary, in fact, that the usual perks of a man who is truly a man could also be seen in him, if you know what I mean). He is also a hands-on official who does not shirk from doing foot-patrol works around the city, just to ensure the safety of everyone.

Many people see these things as an indication that Duterte could transform the Philippines towards true change and beneficial success. He does not need to mouth mantras like “tuwid na daan” or other high-sounding slogans, because his own personality and character speak well of his ability to help his countrymen.
