So, this corner was right in clarifying his post on Supt. Ariel Huesca’s Oplan Bulabog in Recodo. For indeed, his team’s presence in Recodo, the biggest known drug source, was not limited to only traffic inspection as in their company were LTO personnel.

And rightfully, too, this corner’s description of the officer as an “ever-active and no-nonsense officer” is true to form.

Justifications - (With reports from the DZT) “Police and personnel of the Land Transportation Office conducted “Oplan Bulabog” in several areas in Barangay Recodo last Wednesday afternoon.

The team was headed by Supt. Ariel Huesca, commander of the Zamboanga City Public Safety Company and assisted by a K9 team.”

And that operation was not limited to vehicle inspections. It appropriately started with true police work - on criminality. Read on,

“During the operation, Huesca’s men discovered two houses where drug users were engaging in shabu sessions, but latter scampered away upon the arrival of the lawmen.

The raiding team seized several drug paraphernalia inside and outside the two houses. They also confiscated a gambling machine.”

Thereafter, the menial task of vehicle inspections followed. Noteworthy is, only second to life and property preservation..

It’s only appropriate that due to the long delayed implementation of housing projects under the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R), the Local Inter-agency Committee (LIAC) which oversees implementation of projects, has recommended to the National Housing Authority (NHA) the cancellation of contracts and the imposition of liquidated damages.

It was City Legal Officer Jesus Carbon who proposed the idea in a meeting of the LIAC.

In the meeting, LIAC members expressed dismay that no significant progress has been reported since the previous meetings of the committee, finding the reasons for the delay still as discovered in the last meeting of the body.

The hitches include insufficient materials and lack of manpower among others, even if measures have been set to address the situation in earlier meetings.

Jojo Abdussalam, the mayor’s executive assistant on Muslim Affairs, who temporarily presided over the meeting, was quoted as saying, “...internally displaced persons (IDPs) continue to suffer in transitory sites and are calling for their immediate return to their places of origin.” For which, stressed, the City Government is being blamed for the delays.

This is long overdue. It is only now that the Land Transportation Office-9 has done away with the need for National Bureau of Investigation (NBI) and police clearances in renewing driver’s licenses.

This mode is now in place at the Driver License Renewal Center at Yubengco Mall in Putik.

LTO9-DLRC Officer in Charge Hafsa T. Aspi disclosed that she has received a directive from LTO-9 Director Aminola P. Abaton that requirements of NBI clearance and police clearance have been suspended.

It is such a pity the, write-up of the respected lawyer Homobono Adaza could not be opened in the TMT on-line page. The title, you see, is too attention-getting.

It reads - “Age of pretense and cowardice: From Cory to Noynoy”.

Such a pity, it’s contents do not appear. Think so?

The great debate is officially on. Davao City Mayor Rodrigo Duterte on Friday officially signified his intention to join next year’s presidential elections by withdrawing his certificate of candidacy for reelection and filing a COC as a substitute candidate for President.

The debate is on because Comelec has yet to rule on the validity of his candidacy.

These are the words of Comelec spokesman James Jimenez. The poll body would have to evaluate Duterte’s CoC before his candidacy is accepted. While the last day for substitution is the 10th of December, he added, the Comelec may come up come up with the final list of candidates by Dec. 15.

“By that time, we will know the validity of his candidacy,” Jimenez said. (TMT)

Then again, in or out, to this corner, will depend on how game changer he will be. Will his entry be to raise the winning chances of Pres. Pnoy’s choice candidate or will it spoil the latter’s chances.

And quite definitely at the moment, it could be a likelihood that the stakes of VP Binay would will greatly be enhanced if Duterte is out. If true, Duterte is a goner.

Whoa. Here is yet another report that may jeopardize Duterte’s entry. Not only a game changer, will he be. He may even be a game winner.

When he has not even filed his CoC, this report banged in -

Duterte is the top player in a recent Metro Manila survey, with 34 percent, followed by Sen. Grace Poe with 26; Vice President Jejomar Binay, 22; former Interior Secretary Mar Roxas, 11; and Sen. Miriam Defensor-Santiago, 7 percent.

Sen. Aquilino “Koko” Pimentel, head of PDP-Laban Party, said in mixed Pilipino, translated thus, “Of course, the party is happy, just as Duterte’s supporters are, he is No 1 in Metro Manila, So, it is a baptismal sign.

If the survey has a margin of error of plus or minus six percent, Pimentel said it would be a statistical tie between Duterte and Poe.

It is, however, still good enough for a person who has not even filed nor has not even declared his candidacy for president, Pimentel said.

Meanwhile, Pimentel bared, the party is not behind the latest Pulse Asia survey as reported above, saying PDP-Laban had no budget to commission such survey.

Our Cabinet Chairman just must smile from ear to ear with this item.

“Globe Telecom and Huawei Technologies just signed a 5-year partnership to enhance and expand the former’s mobile network via a “mobile innovation center” for products and solutions.” (TMT)

But of course, who would not rejoice when the sole, if not the main distributor of Huawei here is Lenin Computer Systems, managed by Lenin Gan, son of the chairman.

Per report, this collaboration will expand Globe’s 3G and 4G capacities, upgrading its LTE network via CA (carrier aggregation), develop greenfield sites, deploy small cell technology, extend indoor coverage, do core network upgrade and widen the company’s fiber footprint.

That could be music be music to the Chairman’s ears.

And much earlier, Google Technology also tapped China’s Huawei to produce gadgets that would compete with the I-pad and Apple products.

This year, too, “Globe became the first operator in the world to deploy Huawei’s SingleSON (self-organizing network) solution to optimize its wireless network performance, operation and maintenance (O&M).

Huawei was also Globe Telecom’s technology partner for its $700-million network modernization program that began in 2011 and completed last year. ( With reports from TMT)

At long last, the Justice Department on Friday began preliminary investigation on the criminal charges field against 90 commanders and members of the Moro Islamic Liberation Front, Bangsamoro Islamic Freedom Fighters, and private armed groups for the death of 44 Special Action Force commandos in a clash in Mamasapano in Maguindanao on Jan. 25.

None of the respondents, however, showed up before the department’s prosecutors in spite of repeated summons served to the MILF leadership and local officials last month.

A second hearing has been set 7th December.

And if on December 17 these respondents again fail to participate, the case against them will be submitted for resolution,” Suarez said.

Only two lawyers appeared before the panel on Friday and they represented only four of the 90 respondents
