International news reveals that the ruling party of Turkey President Yipyip Erdogan, who recently won the majority seat in the Parliament, is now proposing for a constitutional change from unitary form of government to a presidential system. The truth of President Erdogan’s proposal is, there is not much difference between a unitary government and a presidential form in operation. They are both highly centralized. It only differs in character. A presidential form of government is composed of three independent branches, the Executive,Legislative and Judicial, that rule the government, while in the unitary form of government only one group rules the country, the ruling party and the power to govern relies only on the ruling group. It now depends on how those tasked to operate the government handles the country. If they abuse the provisions of their Constitution, the government becomes highly centralized. For a presidential system that abuses the country’s Constitution, the three independent government branches that succumb to the wishes of one branch, it converts itself to a unitary system of government while in a unitary system of government that is already highly centralized and abuses their Constitution, they operate like a dictatorship and absolutism government. Both systems of government can “change shoes anytime” depending on they how operate their government, without having to amend or change their Constitution.

Turkey is one of the highly cultured nations in the world. Remnants of culture, tradition, music and architecture of the Ottoman Empire and the Roman Empire are still highly visible in Turkey. People from all walks of life, Jews. Arabs, Westerners are happily co-existing in Turkey. Unlike in its Middle East neighbors  where the religion of Islam is a barrier to their co-existence, Turkey, because it is highly cultured and literate, is liberal to religions. Before terrorism plagues the world, Turkey was already a progressive nation and open to any foreign visitors. Now sad to say, spill over of terrorist activities reach their boundaries and is a destination of millions of refugees, mostly Syrians, but they still remain a military power in the Middle East.

President Erdogan is highly literate and educated from the best universities in he world, he knows by adopting for his country a unitary-presidential form of government, and provided for in their Constitution, is advantageous for his government and people. It will have a new image and a semblance of Liberal-Democracy for his government, which has always been perceived by other cultured and literate nations of the world as having a unitarian system and no different from other Middle East Islamic governments. In religion a unitarian is a monotheist.

Zamboanga City is a recipient of Turkey’s literary and cultural diplomacy through the Turkish Tolerance School in Sinunuc in the West Coast. Their school has brought academic honors for the city in the field of Science and Mathematics in national competitions. Their standard of teaching we were informed is of international standards. Their teachers are Turkish like the old Ateneo de Zamboanga, where their teachers were American and Spanish Jesuits.

Scoop: Any system of government for the development and progress of the Philippines is acceptable, provided, corruption in government must be minimized  if it cannot be eradicated and corruption culprits are jailed or better still hang them in public, like in Saudi Arabia, Singapore, Indonesia and Malaysia to name some. Autocratic,  monarchiacal and even some federal governments putting deaths of criminals is adopted for discipline.
