Sound Snipings

BY Jimmy Cabato

This day ushered in two big celebrations. At early morning, a grand parade marshaled in Women’s Month. And later in the day an imposing motorcade welcomed the observance of Fire prevention month.

In the lead of the women’s parade was no less than the Mayor herself, Beng Climaco, per info of Cabinet Chair Monggueh Gan, as Sound Sniper (SS) arrived late at Guardia Nacional, having had to park in the vicinity of the Central Police Station, then walk to session site at National Bakery, as the San Jose road junction and Carmen Street was closed, and so was the entire stretch of Guardia Nacional.

Neither having seen  the start of the fire trucks motorcade, and minus receipt of any info, we can only surmise that leading the pack was recently promoted City Fire Marshal S/Sup Dominador Zabala, Jr.

Both activities were in held in grandiose fashion.

Early reports tend to show, the Supreme Court is likely to disqualify Sen. Grace Poe from the presidential race.

It is said, Supreme Court (SC) Associate Justice Mariano del Castillo, who was tasked to write the draft decision on the case at bar, believes that the latter should be disqualified for falling short on  the residency requirement.

TMT writes, per unimpeachable sources in the SC, del Castillo’s 70-page draft ponencia had been circulated among the 14 justices of the High Court.

The source said that the magistrate wrote, Poe’s petition assailing the Commission on Elections’ ruling disqualifying her should be dismissed.

The draft decision also called for the lifting of the temporary restraining order (TRO) that stopped the poll body from removing Poe’s name from the list of official candidates for President.

And that SC decision, if indeed finalized as reported, may throw the country into chaos.

Per Comelec schedule, Poe’s name, at this point may not be able to be withdrawn from the ballots anymore . That would endanger the processes of the elections, for Comelec has reported that printing of the ballots will be finished even before its 15th April target.

With the name of Poe on the ballot, she could be voted upon. And with preparations of the automated electoral process over, her votes will automatically be counted. It cannot be stopped.

Considering some Pinoy thinking, protest and/or sympathy votes may likely set in and trigger her win.

Another instability in the offing.

Kilaya ya lang kita ste? (How does that leave us?)

Abangan..! (Keep watch. Or better still, brace up..!)

When one decides to throw his/her self in a political race, there must be no stalling. No hesitation. No reluctance.

So as it is with party lists. And one such party list that shows no stalling, no hesitation and no reluctance is 1 - PACMAN.

Early on, 1-PACMAN has shown buoyancy in its moves. Remarkable.

The indefatigable man at the helm of 1-Pacman is Dr. Mikee Romero. And it even looks as if the group runs its own newspaper column titled CF-1.

1-PACMAN has three nominees, and the 1st is Romero, who admits to be without past experience in politics. As such, he sheepishly says, inexperienced as he is - he avoids speeches - and instead will simply do what he promises to do if ever his party is blessed with a win.

Inexperienced in politics, maybe, but Romero has vast know-how in the field of business and education, having made a big name in housing projects, livelihood programs for the poor, and in younger days had a business stint in Singapore. He also had teaching experience in Ateneo and La Salle.

Added to his honor is the business boom in North Harbor, the transformation of the sea travel system that led to the felt comfort and convenience of sea faring.

Likewise, the lowering of air fare is attributed to Romero when he opened his Air Asia firm,  and dove his air rates, prompting others to follow.

True enough, this Party List is named 1-PACMAN, with Manny Pacquiao having had a hand in it sometime ago, but as early as sometime in  July of last year, Pacquiao let go of his participation in it, due to his plan to run for senator. And as Romero was already part of it then, he took hold of its reins and chose to retain 1-PACMAN for its identity.

Romero says, while Pacquiao had severed ties with 1-PACMAN, he stills supports the group because he likes their advocacies, which includes sports.

Its two other advocacies are education and livelihood.

In sports, Romero plans to take athletics deep into the barangays, in the hope of discovering new athletes with potentials to compete on the international level, as well as to keep the youth away from vices such as drugs, alcohol and gambling.

In education, he says, there is a dearth of funds for it. Thus, his plan is to increase support to DepEd and CHED. There is need to build more school buildings, modern electronic gadgets, such as wifi-equipped computers, well-buttressed libraries and others, as well grant extensive opportunities for scholarships, he said.

There is also need to see to the health and nutrition of school children, explaining that with unhealthy and hungry students, they cannot be expected to study well and learn much.

He aims to produce professionals with doctoral degrees, researchers, scientists and medical specialists, etc.

On livelihood, his target is to review and reinforce TESDA, so that the unemployed, with particular concern on the youth, will be aptly trained and ready for employment.

Asked how he can achieve his well-laid advocacies and plans, Romero answered, 1-PACMAN is ready. He had done these as a private individual, so with added clout, he can outdo his own past achievements.

Such is the way, movements of candidates should be. Thorough and concise.

The automated elections system not only failed to stop poll fraud, it even made cheating easier. Thus, spoke an highly reliable personality, being a former Commission on Elections (Comelec) Commissioner - Augusto “Gus” Lagman.

Apart from having been with the Comelec hierarchy, Lagman is an information technology expert. Very credible indeed.

He revealed, the result of the elections can be changed merely by inserting a pre-filled compact flash (CF) cards into the counting machines.

As long as Comelec uses VCMs, the transparency and accuracy of the elections can never be assured.

To address the vulnerability of VCMs, the Comelec will have to drop automated elections and go back to manual voting, Lagman stressed.
