RP EXPERIENCES MASSIVE FAILURE OF ELECTIONS? If I were to believe the reports being blurted out from almost all radio stations two hours before the May 09, 2016 election was to close, there was no doubt at all that a massive failure of elections took place on that day.

This was on account of irremediable defects and deficiencies in the vote counting machines (VCMs) that were used for the electoral exercise, and the inability of many voters to vote in the whole country, largely because they couldn’t find their names and precincts where they were supposed to vote.

The projected cheating and fraudulent manipulation of results of voting, counting, and transmission may not have happened alright, contrary to the expectations of many poll observers, but then, something graver and far more sinister appeared to have taken place right under our very noses, and it is the disenfranchisement of the whole Filipino nation, resulting in the nullification of the entire May 09, 2016 electoral exercise.

CONSTITUTIONAL CRISIS LOOMS AS POLLS SUFFER FROM DEFECTS: Now, where would a failure of elections on a nationwide scale, heaven forbid, lead our nation to? First and foremost, I believe it would certainly result in a deep Constitutional crisis, which can be remedied only by the immediate holding of another elections. But then, the logistics required for another national elections may prevent that from happening very soon.

In the meantime, there would be an unavoidable power void. Under the Constitution and existing laws, there is no right nor power on the part of President Aquino, Vice President Jejomar Binay, Senate President Franklin Drilon, and House Speaker Feliciano Belmonte Jr. to either continue being president or to assume power as acting president.

The reason is that their respective terms will all expire on June 30, 2016. What is more problematic is that there is going to be no Senate president nor House Speaker who can become acting president, because the senators who will continue to serve after June 30, 2016 will not be numerically sufficient to elect a new Senate President. The House shall not have even a single congressman who can become acting House speaker.

MAY GOD HAVE MERCY ON US! This situation invites adventurism on the part of individuals or groups who are of sufficient wealth and who have armed partisans which may decide to grab political power. This individual or group could set aside the 1987 Constitution and declare a revolutionary government which will have no rules to obey except the whims and caprices of its leaders.

This could of course be chaotic and could lead to national anarchy, as persons and groups opposed to those who have earlier taken over the reigns of government may be prompted to assert their own supremacy and grab power from the earlier power grabbers. It may also lead to the dismemberment of the country, with regional interest groups wanting to lead in their own localities.

This kind of a scenario could also ignite intervention by foreign powers, especially those who already have physically staked their claims over parts of our territory, whether land or water. It may even cause a global war, participated in by those which possess weapons that could obliterate the earth. May God have mercy on us!
