The death of a government school executive, the late Assistant Dean  Professor Constancio “Tanz” Teofilo of the Zamboanga State College of Marine Sciences and Technology (ZSCMST), allegedly a suicide case, must be investigated by the school authorities to prevent further untoward incidents, since the school faculty is highly factionalized and discontentment against the school’s administration is going public. In one way or another, directly or indirectly, it will affect the teaching standards of that premiere Marine Sciences and Technology school. When that happens, it will be a waste of many years of government planning and the opportunity of local students from marginal families, to study and be able to acquire a diploma that school, that decades ago can only be taken in more expensive and exclusive colleges in Manila and Cebu.

Table Talk has no intention of interfering in a purely internal school problem, but since it is a government school, it is of public concern and the public has the right to know what is happening, especially if information is of public concern, like alleged selective justice which is willfully implemented by the school head and adding insult to injury, a national public official is allegedly protecting the school official, who is causing the school internal confusion. Allegedly, from bad to worse, the Civil Service Office, supposedly the office that protects oppressed public servants, has turned a blind eye all these years on those faculty complaints, until one of them, took his own life, if only to send an urgent message to callous officials that something is wrong in that school.

Many Table Talk columns months back already informed the public and wrote on the alleged violation of student Human Rights and harassment when a long haired student was subjected to public humiliation, and when court cases were lodged , allegedly the subject of the complaint used her power of connection to dismiss the complaints. Other articles of public concern written by Table Talk, like portion of a school property with existing facility like a comfort room inside a school building was converted into a “pay comfort room” for students and employees, the income of which does not go to the school. School training units, like an observation and educational marine motor vessel that was allegedly sold to a local scrap iron dealer at a give-away price. This motor vessel was foreign donated costing millions of dollars to acquire. On record, the se misappropriation of government properties are all reported to the Davao City Ombudsman by a faculty member. In return the complainant was subjected to suspension for various school offenses, “sub judice” or not. These are but a few of faculty complaints filed against the school head but has led to nowhere because allegedly because of the influence of her protector. Indeed justice is elusive in a government school that is treated allegedly like a personal property by almost all whose interest are at stake.

Mayor Beng Climaco, exercising her “ visitorial powers” as chief executive of the city must come into the picture as to why a mentally healthy professor, and an Ateneo De Zamboanga University, “cum laude” graduate in Mathematics, died in the premises of his school. Was it suicide? foul play” or what? The public and his fellow faculty members must know in order proper remedial measures can be taken to appease restless friends and family members. “let not someone add fuel to a burning house lest it will become a conflagration”.

Scoop: Constancio “Tanz” Teofilo is an acuaintance in many occasions like celebration of barangay fiestas or birthdays. He was jolly, love to sing after a few rounds of beer. Talks intelligently on issues of politics, management, literature and even passages from the Bible. In many occasions we have exchanged ideas. I never though deep inside him he is keeping something painful. Rest in Peace Tanz even if in heaven there is no beer. Agree or disagree.
