Noise pollution from motorcycles PDF Print E-mail

Many motorcycles privately owned in the city are noted to be “noise polluters” whenever they are driven along our public city streets. What makes them annoying is these noise pollutants are never stopped by our authorities. There is a law banning them but it has never been implemented by agencies tasked by government to control these violators.    From the motorcycle factories, the assemblers of these two wheeled vehicles, aware of noise pollution” as a violation of some existing acts against public order, motorcycle companies installed silencers to their exhaust mufflers in all their finished products before they are sent to their distributors in the country to be sold to end users.However, most youth who can afford to buy these motorcycles, added an innovation to convert their brand new motorcycles into a stronger and faster machine by removing the original mufflers with silencers from the factory and install a hollow muffler, they buy from hardware stores. The result is they have a faster and stronger but very noisy motorcycles. One noisy motorcycle passing your home, is enough to jolt you in your sleep or force you to stop in your conversation with friends. The noise is sickening and gives you headache. Consider if two or more of those noisy motorcycles pass by your neighborhood, it is like experiencing a noisy BAC 111 jet landing nearby.

If I remember right, Mayor Digong Duterte of Davao City now President of the Republic one day in his city ordered all noisy motorcycles apprehended and collected and removed their noisy exhaust mufflers and have them laid in a city street in Davao City. Afterwards, Mayor Duterte summoned a city bulldozer  and crushed all those collected noisy mufflers right in the city street for the public to see ad he warned sternly the owners not to install noisy exhaust mufflers again or be imprisoned and face charges for violation of a City Ordinance on Noise Pollution. Does the City of Zamboanga have such an ordinance against “Noise Pollution”? If there is, then implement it strictly, if there is none, then high time for the City Council to enact one. Noise from these motorcycle riding youths is getting into the nerves of many city residents.

One reason why youths wanted their motorcycles  noisy, fast and strong is, they used it for drag racing or copy motorcycle riding gangs in America for thrill and many times with their girlfriends.They endanger the safety of the public in our city streets when drag racing or is one reason for public disorders of “gang wars” or “fraternity troubles”. Table Talk was a witness to this public disturbance many times near schools and student boarding houses. The latest incident was when students from a nearby college in San Jose Gusu did disturb the neighborhood in the so-called “Rocan neighborhood”  in the boundary of Barangays Baliwasan and San Jose Gusu, I was then on my way home before 6 PM. Last Sunday night, a  young “sicad-sicad” driver, insulted a policeman in Suterville when accosted for driving without a shirt in public. All of a sudden a swarm of “Sicad-Sicad” drivers arrived that prompted the mobile barangay tanods of San Jose Gusu to appear and  have a look and see what the commotion is all about. The city police must strictly monitor the activities of “sicad-sicad” drivers in the barangays. Many of them are now a threat to public order.

Scoop: While the curfew for minors is now implemented in the city, anti-noise pollution drive must also be effected by our authorities. Very early in the morning and late into the evening, many of these senseless and show-off youth motorcycle drivers are disturbing the peace in many neighborhoods especially in Barangay San Jose Gusu, now a busy commercial area of, convenience stores, mini-malls and big drugs stores. San Jose Gusu has also a busy area of grilled fish vendors in the evening. It is in this area where motorcycles and “sicad-sicad” units intermingle with private vehicles and block the highway going to the west coast and nearby barangays. One real cause of disorderly vehicular and human traffic in San Jose Gusu. Agree or disagree.
