DUTERTE CAN PROCLAIM MARTIAL LAW IN MINDANAO DAILY: The arguments, for and against, on whether or not the House of Representatives and the Senate should vote jointly or separately on the issue of extending martial law in Mindanao could be the single biggest catalyst, so far, that could move the hand of President Duterte to issue a new proclamation placing Mindanao under martial law once again.

I mean, if, as the Department of National Defense and the Philippine National Police are saying, there is really a need for martial law to continue in Mindanao, and senators and congressmen could not even decide on how to manifest their concurrence with, or opposition to, those recommendations, President Duterte could cut the proverbial “guardian knot”, as it were, by simply issuing another, albeit the second, martial law order in Southern Philippines.

The fact is that, there is nothing in the 1987 Constitution, and even in any other statute or law in the Philippines, that prevents the President (whoever he or she might be) from declaring martial law all over again, if the first martial law edict he or she issued earlier had not been extended, or given a new lease on life, by lawmen voting jointly or separately.


FOR ANY VIOLENCE EVERY NEW DAY, MARTIAL LAW EVERYDAY IS THE ANSWER: Undeniably, invasion by foreign citizens (or terrorists, if you may) in Mindanao and in other parts of the Philippines, and rebellion by Filipinos who have ceased considering themselves as citizens of the Republic and are in fact working very hard now to affiliate Mindanao as a province of the Islamic State of Iraq and Syria (ISIS), are continuing, destroying properties and killing many people in the process.

My view is that each and every new day that these invading foreigners and their treasonous Filipino conspirators stay in Marawi City, fighting government forces that are after them and causing mayhem all the time, constitute new and separate acts of invasion and rebellion that could form the basis of new martial law declarations.

We must remember that what these invaders and local traitors are doing now are daily invasions and rebellions that the government must respond to at all times, lest they succeed in dismembering Mindanao from the Republic of the Philippines, and ultimately making it a province of the ISIS, as was and still is their vision and mission.


DIVISION AMONG LAWMAKERS ON MARTIAL LAW EXTENSION HURTING RP: That being the case, I say let us not be shackled by the legal niceties of the 1987 Constitution, and the thoroughly self-serving invocation of congressmen and senators of their perceived rights as legislators, lest we be disabled from undertaking effective retaliatory action against terrorists and rebels.

If congressmen and senators cannot even set aside their petty differences and act in the highest interest of the Filipino people, President Duterte must show them that they are really useless instruments that are not really needed in any way in combatting invasion, rebellion, and lawlessness in the country. As the chief executive, Duterte can rightfully issue martial law proclamations even on a daily basis.

The imperative of the times, in a manner of speaking, call for imperative responses that are not bound by self-seeking interests. I agree that lawmakers must be accorded the due respect owing to them on account of their lofty positions. But they must not stand in the way of fighting real danger and threats against our country and our people, especially since the Constitution itself is clear the President can act without them.
