“THE RH BILL IS ALL ABOUT MONEY”: A guy calling himself “Gerry Saudi DZME-EP”, a fellow member of mine in  three Facebook groups, posted an article entitled “The RH Bill is all about making money” last Sunday, August 21, 2011. His thesis: many, including congressmen and senators, will earn millions once the bill is signed into law.

Let us read his posting: “HB 4244, or the infamous RH bill, is all about MONEY(!) (This is) because it essentially guarantees the annual wholesale procurement of contraceptives by the government and it even contains provisions mandating annual budgetary allocations from the government…Consider the following:

“Section 10 (Family Planning Supplies as Essential Medicines) mandates that, `Products and supplies for modern family planning methods shall be part of the National Drug Formulary and the same shall be included in the regular purchase of essential medicines and supplies of all national and local hospitals and other government health units.’

RP AS A “MOUNTAIN OF GOLD” FOR CONTRACEPTIVE COMPANIES: “Section 11 (Procurement and Distribution of Family Planning Supplies) mandates that, `The DOH shall spearhead the efficient procurement, distribution to LGUs and usage-monitoring of family planning supplies for the whole country. The DOH shall coordinate with all appropriate LGUs to plan and implement this procurement and distribution program.

“ `The supply and budget allotment shall be based on, among others, the current levels and projections of the following: (a) number of women of reproductive age and couples who want to space or limit their children; (b) contraceptive prevalence rate, by type of method used; and (c) cost of family planning supplies.’

“Note: These two provisions guarantee perpetual sales for all contraceptives manufacturers worth billions of pesos! The Philippines will become the proverbial `MOUNTAIN OF GOLD’ for these companies and their brokers! QUESTION: Will the Palace, or anyone from the Palace, share in the tons of commissions to be made after the passage of this Bill?

RH BILL ALLOCATES BILLIONS FOR VANS FOR CONGRESSMEN? “Section 15 (Mobile Health Care Service) mandates the purchase PER CONGRESSIONAL DISTRICT of a multi-million peso van (quotations range from P2 million to P8 million each)—`Mobile Health Care Service (MHCS) in the form of a van or other means of transportation appropriate to coastal or mountainous areas that `...shall deliver health care supplies and services to constituents...’ and equipped with `...but not limited to, a television set for audiovisual presentations...’

“This means 250 congressional districts, times at least P2 million, the total purchase cost will range from P500 million to P1.1 billion, excluding the TV sets, DVD players, audio-visual system and other amenities as well as the maintenance costs of each van.

“QUESTION: Why not just use these funds for the repair and beefing up of all barangay health centers? Hundreds of these barangay health centers are now just being used as bodegas or offices of barangay officials…” To be continued next issue.
