DUTERTE MUST PROSECUTE OMBUDSMAN MORALES FOR FAVORING AQUINO, ABAD: The President is correct—outgoing Ombudsman Conchita Carpio Morales truly went scandalously easy in the charges that she filed against her patron, former President Benigno Aquino III and his former Budget Secretary, Florencio Abad, on the issue of the Supreme Court-outlawed Disbursement Acceleration Program, or DAP.

Instead of charging Aquino and Abad with the same non-bailable offenses that she slapped against then opposition senators Juan Ponce Enrile, Jinggoy Estrada, and Bong Revilla, she chose to charge Aquino and Abad with offenses punishable only with six months imprisonment or a P1,000 fine.

Indeed, there was no judicial rhyme nor legal reason why Morales did not sue Aquino and Abad with the plunder and hence non-bailable cases that she earlier filed against Enrile, Estrada and Revilla—all of whom were immediately thrown in jail. While Enrile and Estrada have been granted temporary liberty, Revilla continues to languish in detention up to now.

MORALES DESECRATED THE VERY LAWS SHE WAS MANDATED TO ENFORCE: What is more, many allies of the Aquino-Abad tandem from the Liberal Party and from other groups that professed support for them were allowed to go scot-free on the issue of DA, P even if, clearly, there is sufficient evidence against them, too.

Now, with what she had done, it is clear that Morales wantonly and shamelessly violated the very laws that she was supposed to enforce as Ombudsman —the Anti-Graft and Corrupt Practices Act (Republic Act 3019) and the Code of Conduct and Ethical Standards for Government Officials and Employees (Republic Act 6713).

Indeed, it cannot be denied that in the name of patronage politics, Conchita Carpio Morales shamelessly degraded the Office of the Ombudsman, and turned it into her fiefdom, ever ready to do the bidding of her patrons.

DUTERTE MUST SUE MORALES: If President Duterte is serious in her laments against Morales on the DAP issue, he should strive to bring the full force of the law against her by directing the next Ombudsman to charge her criminally, with graft and corruption and other possible offenses, and ensure that she is prosecuted to the hilt, and then meted out the appropriate penalties required by law.

Duterte and the incoming Ombudsman should see to it that Morales would be made to serve the penalties that the law mandates for people who did exactly what she did while she was yet in power, including, but not limited to, imprisonment, and forfeiture of all benefits that should be due her as a retired Ombudsman.

This is the only way to redeem the Office of the Ombudsman from the depths that Morales plunged it into. If Duterte would pursue the prosecution and conviction of Morales, it should give a chilling effect on those who will be appointed to the position after her, preventing them from once again using the lofty Office of the Ombudsman solely for the benefit of political patrons or allies.
