ROTARY HELPS ‘SENDONG’ SCHOOL CHILDREN: Now that there’s so much food and water already for the Sendong victims in Cagayan de Oro City and Iligan City, the Rotary Club of Intramuros-Manila under District 3810 of Rotary International is sending some P150,000 worth of school pads, notebooks, pencils and pens, crayons, and other educational materials to teachers and pupils in the two cities under the club’s “Gamit Aral Bags” project.

Members of the Club contributed their own money, in addition to the donations given by members of the Rotary Club of Canberra in Australia, to buy the school items. This was done pursuant to an earlier call of District 3810 Gov. Ernie Choa for a district-wide (Manila, Pasay City, Cavite, Occidental Mindoro) fund drive to help Sendong victims.

And as if by providential design, while Intramuros was raising money, and the purchase of materials was being planned, education officials in Mindanao, perhaps remembering that the Rotary Club of Intramuros pioneered in helping children in public schools in the provinces with its “Gamit Aral Bags” project, called the Club’s Lyne Abanilla, a past District 3810 governor, asking for donations of school items for the distraught teachers and school children.

MAYOR LOBREGAT SHOWS HOW: I congratulate Zamboanga City Mayor Celso Lobregat in his efforts to make his city a business-friendly community, in an effort to generate more businesses and create more employment opportunities for his constituents. Directing city officials involved in processing business permits to extend their working hours and to work even on Saturdays and Sundays is a winner among investors and capitalists.

If only other local executives can emulate Lobregat, then we can expect improved business conditions in many parts of our country, even if the world is continuing to suffer economic meltdowns and hardships. Lobregat is showing the way in effective city governance, and it is a certainty that Zamboanguenos will love him all the more because of this.

DEADLY MGB DECISION RE: MINING IN 3 M HECTARES: There is a problem in the plan of the Mines and Geosciences Bureau of the Department of Environment and Natural Resources to allow additional mining operations in about 3 million hectares more nationwide—this could aggravate the tragedies that rains and floods will bring, especially because mining is known to cause landslides and denudation of forests.

With forecasts that more rains and floods will hit the Philippines in the first half of 2012, we can expect more deadly and destructive landslides and fast-rising waters, similar to what happened in Cagayan de Oro City and Iligan City when Sendong poured a great amount of rainfall last December 2011. The need to generate more government revenue from mining must be tempered with the possibility of more Filipinos perishing because of rains and floods.

LACSON IS RIGHT: NO TRIAL BY PUBLICITY: Sen. Panfilo Lacson is correct: the Senate as an impeachment court should not tolerate the parties to the impeachment trial of Chief Justice Renato Corona to be engaging in trial by publicity, or, as Lacson put it, in “making comments or disclosures pertaining to the merits of the impending trial in public”. This trial by publicity violates Senate rules, Lacson added.

Lacson’s outburst against public discussions of the impeachment trial took a long time in coming, but it is a welcome development just the same, considering the very evident attempt of many quarters to preempt the Senate into making its own findings and creating a mindset against the parties to the impeachment trial at this stage. Hooray for Lacson, a non-lawyer who is more lawyer-like than the lawyers in the Senate!
