Congratulations to Zamboanga City’s Mindanao Central Sanitarium for being one of the winners of the coveted Red Orchid Award 2014 of the Department of Health (DOH). The award was held at a hotel in General Santos City last June 26. The award was received by Dr. Hannah R. Turco, the OIC-Chief of Hospital of Mindanao Central Sanitarium.

DOH Red Orchid Award is an annual search for the 100 % Tobacco-Free Environment covering government offices and hospitals and local government units. It is given to those who responded positively, installed necessary policies, and implemented direct action of achieving 100% smoke-free offices, schools, public places, local government units, and other places where people converge. The Red Orchid is a primus inter pares award, meaning, it is the first among equals. It is the highest award given in this particular search. It is followed by the second highest award, The Pink Orchid, and the third tier, the White Orchid.

The winners are judged based on the strength of comprehensive efforts to implement a 100% Tobacco-Free Environment using the World Health Organization MPOWER initiative. MPOWER is an acronym that denotes the six proven tobacco control policies, namely: Monitor tobacco control policies; Protect people from tobacco smoke; Offer help to quit tobacco use; Warn against the dangers of tobacco; Enforce bans on tobacco advertising; and Raise taxes on tobacco.

In 2009, the DOH issued Administrative Order No. 10 or the Comprehensive 100% Smoke-Free Environment Policy that calls on the absolute smoking ban in DOH offices, hospitals and attached agencies and encouraging local government units to do the same in their health facilities and other public places. The Civil Service Commission also issued Memorandum Circular No. 17 in 2010 on Smoking Prohibition Based On The 100% Smoke-Free Environment Policy in all government agencies. As an offshoot, the DOH Red Orchid Awards was born.

For this year, more and more provinces, municipalities, cities, workplaces and health facilities are making great strides in enforcing measures to protect the public from the hazards of tobacco smoke and exposure to secondhand smoke.
