I am in Iloilo City now to witness the Dinagyang Festival 2015 which is known as the Queen Festival of the Philippines. And I came across an article written why Iloilo City is the most progressive city in the Philippines today . The writer JDR gives credit to the leadership of Iloilo City Mayor Jed Mabilog for the city’s rapid development.

"On Politicians. There are Traditional Politicians and there are Servant/Technocrat Politician. What's the difference?

Traditional Politician. You would often hear during campaign from them generics platforms devoid of any explanation, details and mechanism on how to achieve the very generic promises. Here are the examples; (1) I will fight poverty, (2)I will give you free education, and (3) I will give you free healthcare.
The list could go on and on and the freebies may fill 2 yellow pads of paper. In the end it will be just in paper.

Servant/Technocrat Politician. In Iloilo City, Mayor Jed Patrick Mabilog is the epitome of Servant/ Technocrat Politician.

Servant.  The City's 10 point agenda was conceived based on what the Ilonggos wanted their government to do for them. Mayor Mabilog listened to what the people wanted, prior to laying out the 10 point agenda making him the TRUE SERVANT of the people.

Technocrat. Government is a bureaucracy , it has its built in intricacies. Mayor Jed Patrick Mabilog received numerous awards on excellence in governance. What is also notable with the Mayor is his desire for continuing education, acquiring more knowledge to improve more his disposition of his duties.

The Departments were tasked and encouraged to have programs centered on the agenda. Carefully planned, mechanisms are clear, the sourcing of funds, and its monitoring and evaluation. Mayor Mabilog made sure that the programs reached its intended recipients and that government resources will get the biggest "bang for the buck". S

Servant/Technocrat Politicians like Mayor Jed Patrick is a politician who has the best of intentions who can get things done.

The 10-Point Agenda of Iloilo are: (1) Continuing Education, (2) Business Friendly City, (3) Low Cost Decent Housing, (4) Medical/Health Care and Emergency Services, (5) Quality Infrastructure, (6) Crisis Management, (7) Healthy and Sustainable Environment, (8) Public Safety and Police Assistance, (9) Public Utilities and Consumer Protection, and (10) Good Governance.
