Better health programs and services thru Mayors – the MLGP PDF Print E-mail

With the target to sustain better health programs for poor people, there is a one-year health program, Municipal Leadership and Governance Program (MLGP), which aims to train Municipal Mayors to work with their municipality health officers and leaders as a team. This program, I believe, if implemented can effectively help alleviate the poverty condition of municipalities because the health conditions of poor rural folks will be given more attention. And its success should credit to the team efforts of the municipal leaders (that is, I presume, if the Mayor gives importance to the health welfare of his or her constituents) .

A laudable program of the Department of Health Center for Health Development Zamboanga Peninsula and Zuellig Family Foundation (ZFF) with partnership with the USAID and Ateneo de Zamboanga University, the 2nd batch of the MLGP was held last February 18 to 21 at Lantaka Hotel with Mayors, Municipal Leaders and Health Officers from Dimataling, Aurora, Mahayag, Kumalarang, Molave, Midsalip, Imelda, Tambulig, Siay, Pyao --  Zamboanga del Sur. The 1st MLGP batch was conducted last January.

MLGP main objective is to improve the leading and managing practices of key local health leaders in addressing the inequities in the municipality health system. It is a two (2) module, 12-month program that incorporates classroom sessions and fieldwork for key municipal stakeholders working as convergence teams anchored on Bridging Leadership and multi-stakeholder engagement.

The participants are being informed and taught - what are the different current health programs of the government and from the private sectors; how to identify health programs their municipality needs; how to avail and implement these programs especially for the poor; and the most important of all, be responsible implementers and be accountable.

Let’s hope next year (since the participants will be monitor for one year), we will not be dismayed anymore to read and hear from a Municipal Mayor and his or her Municipal Health Officer, who attended this program, that he or she is not knowledgeable in health management, and worse, he or she does not know how to handle in case a health outbreak happens in his or her territory. They will not blame the DOH neither the national government for lack of health support.

To quote Dr. Agnes Fernando, HLGP Coordinator DOH-RO9, “The Leader is on his path when he is able to understand himself and the issues that he is asked to face and this is consistent in his current involvement.”
