The men and women of the ZAMBOECOZONE and Freeport Authority recently went to Tagaytay City for their Strategic Planning Workshop.

Dubbed, Defining Goals, Directions and Strategies: A Participative Consultative Planning Activity for the Zamboanga City Special Economic Zone Authority and Freeport, the 2-day workshop aspired to educate and equip the ZAMBOECOZONE personnel with the knowledge and ability to produce comprehensive mid-term and long term strategic plans to successfully manage the zone and guide it to new heights.

Organized by the Development Academy of the Philippines (DAP), the planning workshop was held at One Tagaytay Place in Tagaytay City, from April 25-26, 2014.

Chairperson and Administrator Christopher Lawrence S. Arnuco headed the participants, which included Vice Chairman Raphael G. Evangelista, Jr., Director Benjamin G. Guingona IV and Director Jose J. Suan.

Dr. Gabriel Ma. J. Lopez, ENP was the main lecturer and facilitator. Ms. Arlene Castillo and Mr. Reighben Labillos, of DAP were the resource lecturers.

Dr. Lopez is concurrently a professor in the Department of Leadership and Strategy of the Ateneo de Manila University and a fellow lecturer of DAP.

The seminar/workshop started with a team building activity that set the tone for the conference. This was followed by a lecture from Ms. Castillo regarding ISO Certification: its definition, history, processes and requirements. The afternoon sessions started with the participants revisiting and rewording the ZAMBOECOZONE’s vision and mission and its core values. The Political, Economic, Social and Technological (PEST) Situation, as well as the resources and competencies of the Authority, was examined and defined in the succeeding segment. The early evening period saw the participants create the Business Model Canvass of the zone and formulate the corresponding strategies to achieve the objectives of the Authority based on the match-ups determined during the SWOT review.

The second day sessions began with the Strength-Weakness-Opportunities-Treats and Treats-Opportunities-Weakness-Strength (SWOT-TOWS) Clarification and matching exercise. In was followed by the creation of the Option Generations exercises. The session wherein the participants outlined the Strategic Map of the ZAMBOECOZONE ended the morning period. The afternoon period started with the different groups preparing the Departmental Strategic Plan Framework. This was followed by the lecture on Balanced Score Card Frame by Mr. Labillos. The last segment of the afternoon was the discussion and exercise regarding the Composite SWOT and the SWOT Options Generation.

The workshop ended with a review of all the segments and the bequeathing of the commitment by Dr. Lopez from the participants for the timely completion of all the different division’s Department of Budget’s Form 100 or the Result Based Performance Management System (RBPMS) Form, which shall be contributory to DAP’s drafting of the Authority’s strategic plans. A short closing program ensued afterwards.

Towards the end of the program, Chairperson Arnuco expressed his gratitude to Dr. Lopez and DAP for the fruitful conduct of the planning workshop and conveyed that he and the members of the Board and the Authority’s personnel would eagerly anticipate the creation of the strategic road maps for the ZAMBOECOZONE for the next six years. Several personnel of the Authority also articulated their gratefulness to DAP for the insightful and productive seminar/workshop. A commitment from the Chairperson and all the participants was voiced to work for the Authority’s ISO Certification immediately.
