PWDs tackle 2 vital issues with CDC PDF Print E-mail

The Persons with Disabilities represented by Teddy Kahil recently tackled with the City Development Council (CDC) headed by Mayor Beng Climaco two major issues that concern the sector: proposed amendatory ordinance 2014-12 and hike in budget for sports development.

Kahil, who is the head of the Persons with Disabilities Affairs Unit (PDAU) in the City Social Welfare and Development Office (CSWDO) briefed the CDC on the status of the proposed ordinance that renames the PDAU to Persons with Disabilities Affairs Office based on Republic Act 10070 that strengthens the organizational structure as stated in Ordinance 354 series of 2009 and appropriates funds for the purpose. He likewise sought CDC support for the increase of sports development budget for PWDs specifically for participations in national and even in international events.

Originally, the two issues were part of the CDC agenda during its meeting on August 8, 2013. However, the Zamboanga siege that happened a month after affected the priorities of the CDC.

Kahil hoped that the CDC can now focus attention to the requests of the PWD sector and look into the two proposals for the benefit of the persons with disabilities in Zamboanga City, almost a year after the Zamboanga siege.

In the same CDC meeting held June 4 at the Centro Latino in Paseo del Mar, Kahil, who is the president of the Philippine Sports Association for the Differently-Abled (PHILSPADA)-Zamboanga City Chapter, reported that city’s delegation to the recently concluded 3rd National Paralympic-Games bagged 16 medals- 5 gold, 7 silver and 4 bronze medals.

The 5 gold medalists were- Joseph Gregana – Chess; Jhon Dalus – Swimming (100 meter Freestyle);  Layzner Reputana – Athletic (100 meter dash and Men’s Long Jump) 2 Gold Medals and Maximo Dagayloan - Athletic (200 meter dash). The 7 Silver Medalists were Henry Salac - Athletic (100 and 200 meter dash) 2 Silver Medals;  Jhon Dalus – Swimming (50 meter Freestyle and 50 meter Backstroke) 2 Silver Medals; Maximo Dagayloan - Athletic (100 meter dash and Men’s Long Jump) 2 Silver Medals and Angpeleth Simbol – Powerlifting.

The 4 Bronze Medalists were: Goal Ball Team Game with (3 Players) 3 Bronze Medalists Maximo Dagayloan, Alex Barioga, and Layzner Reputana plus Athletic (200 meter dash) 2 Bronze Medals.

Kahil disclosed that the city allocation for PWD sports participation is P100,000 for the past two years. He asked that the CDC increase the allocation for the succeeding sports events given that the athletes with disabilities are giving out all their best to bring home the medals and most especially the honor.

Kahil is first recipient of the Apolinario Mabini award, the highest award for a Filipino with Disabilities in 2013.
