Philippine National Police Chief Director-General Raul  M. Bacalzo  has directed all Police Regional Offices nationwide to conduct and process all applicants for permit to carry firearms outside residence ( PTCFOR ) in their respective area of juirisdiction.

PRO-9 Director Chief Supt. Elpidio Z. De Asis Jr. instructed all city and provincial directors and chiefs of police to disseminate information on the guidelines of the issuance of permit and application of PCTFOR.

Applicants can visit or inquire the Firearms Explosive Security Guard Section Office (FESAGS) at Camp Batalla, PRO-9 Camp Mercedes, city police and provincial offices and municipal police stations on how to apply for PCTFOR.

Among the guildelines on how to apply PCTFOR are: Follow the steps and flowchart in processing applications for PCTFOR ( New and Renewal ); Classification of PCTFOR fees; sample format of letter to the Land Bank of the Philippines for order of payment Signatory; sample memorandum transmittal for regional director, sample format of list of PCTFOR applicants and application from downloadable in the local website of the PNP (www.pro9.pnp.gov.ph). Before applying they should have a police clearance with two ID pictures (1x1)

De Asis said that private individuals and government employees can apply for PCTFOR if they  receive death or kidnap threat especially newsmen threatened  by unidentified persons but provided they send a letter of request supported by police reports.

The applicants will pay the amount of P 4.000. for professionals, private individuals, businessmen and government employees; P 1,000 for elected government officials, members of law enforcement agencies and court sheriffs and warrant.subpoena servers. Exempted to pay are senior appointive and ranking government officials, senators, congressmen and governors, Cabinet secretaries, department secretaries, undersecretaries and ASSECs, bureau directors, justices, judges of regional, municipal, city trial court, public prosecutors, retired PNP and AFP personnel, senior citizens, religious leaders and ministers, active BJMP, NBI, NAPOLCOM and others.

De Asis also said that the purpose of information dissemination is to ensure that all applicants are throroughly screened before they are recommended for the issuance of PCTFOR. — Allen Abastillas
