Mayor Beng Climaco on Thursday conducted a surprise visit on two transitory sites to personally look into the situation of internally displaced persons and to address pressing concerns.

Accompanied by the cluster heads and some members of the City Council, the mayor also took a peek at the Paniran Homeowners Association area where the National Housing Authority (NHA) have started the construction of 172 permanent housing units—duplex loftable type—under the Zamboanga City Roadmap to Recovery and Reconstruction Z3R Plan.

Immediately after leading the 116th Independence Day celebration in City Hall, Climaco took off to the Joaquin Enriquez Memorial Sports Complex where bunkhouses are constructed and occupied by over 200 families. She directed the agencies concerned to expedite the implementation of necessary measures to resolve the issue on drainage and cleanliness and sanitation in the grandstand area.

From the grandstand, the mayor proceeded to the newly-established Masepla, Mampang transitory site where some 180 families, mostly from the Cawa-cawa shoreline, have been transferred as of June 12.

Per report from Temporary Shelter Cluster head Dr. Elmeir Apolinario, additional 48 families are expected to move to the area within a week’s time.

As of June 15, some 28 out of the total 30 bunkhouses are expected to be completed. The construction of the boardwalk and other facilities like latrines and community kitchen including installation of light and water will also follow.

Mayor Climaco has tasked Apolinario to ensure that the required facilities and amenities are complete before the movement of the IDPs from the evacuation centers to Masepla bunkhouses will take place.

City Health Officer Rodel Agbulos, who chairs the humanitarian cluster, was also directed to ensure that health services are efficiently and effectively delivered.

A temporary health center will be set up in Masepla, to address the needs of the IDPs, according to Agbulos.

From Mampang, the mayor and party proceeded to Paniran in Sta. Catalina where the Z3R plan kicked off last month. Duplex-loftable type housing units are under construction.

Mayor Climaco conferred with NHA-Zamboanga head Engr. Al Indanan to discuss about progress on the construction of the permanent houses.

The mayor said the local government is continuously coordinating with the national government for the Z3R implementation and to ensure that the houses and other facilities will be constructed within the 18-month time frame set by Malacañang.

And while the durable solutions are steadily progressing, the chief executive wants to make sure that the requirements in the temporary shelters are met. — Sheila Covarrubias
