RDC-9 intervenes on ZCWD Primewater deal PDF Print E-mail

The Regional Development Council-9 in its 147th Regular Council Meeting held at the Claret College, Isabela City, passed and unanimously endorsed Resolution No.054-14, with RDC-9 Economic Development Committee Chairman and Private Sector Representative of Zamboanga City to the RDC, Pedro Rufo “ Pocholo” N. Soliven as the proponent, requesting concerned entities to study the issues and questions surrounding the signing of a Joint Venture Agreement between Zamboanga City Water District and Primewater Infrastructure Corporation.

On March 31,2014, the Zamboanga City Water District (ZCWD) and the Primewater Infrastructure Corporation (PIC) entered into a joint venture agreement for the design, financing, construction and operation of a 50,000-Cubic Meter per day additional supply of water for Zamboanga City.

During the second quarter, Economic Development Committee-9 (EDCOM) held a meeting on May 23,2014, Soliven, Private Sector Representative (PSR) of Zamboanga City, presented an issue paper titled “Water Is Life!” relative to the joint venture agreement and the Bulk water SupplyAgreement between the ZCWD and Prime Water,

The paper contains, among others ,questions and issues that need to be addressed in order for the water consumers of Zamboanga City to understand and support the said Joint Venture Agreement,

The matter was brought to the attention of the Economic Development Committee-9 and Regional Development Council 9, since it not only involves economic issues but also concerns basic needs of constituents and is conceived to generate considerable impact on the development of the Region, Zamboanga City being Zampen’s commercial and industrial center,

On motion of Soliven, seconded by Engr. George G. Ledesma, co- chairperson of Infrastructure Committee-9 and PSR of Zamboanga City, RDC-9 passed the resolution requesting the concerned institutions to study the issues and questions raised relative to the Joint Venture Agreement between ZCWD and Primewater, and address the same as may be appropriate,

The resolution also called for the furnishing of copies of “ Water is life” to NEDA, Governance Commission for GOCC’S, National Water Resources Board, Local Water Utilities Administration, DENR, Department  of Agriculture,National Irrigation Administration, Office of the City Mayor of Zamboanga City, City Legal Officer, Office of the Vice Mayor/ Committee on Public Utilities and ZCWD for perusal and/or taking appropriate action.
