“I am very grateful for your concern to the Port of Zamboanga, most especially for it’s development,” expressed Liberto C. Dela Rosa, Port Manager, Philippine Ports Authority (PPA), Port Management Office, Zamboanga City, in a letter he wrote Congressman Celso L. Lobregat last July 21, 2014.

During their previous conversation, Lobregat had inquired about the completion of port expansion project, which was started in November 2012 and requested to know the component and status of its utilization.

The port development project titled: Construction of RC Wharf and Two (2) RORO Ramps with Breasting Dolphins, comprising one hundred seventy (170) meters of wharf expansion and two units of RORO ramps, was completed on June 10, 2014 with a total contract amount of P228,253,032.07.

Dela Rosa informed Lobregat however that the wharf could not yet be utilized due to the shallow water draft between the berth areas.

Immediately Lobregat made a request through the House of Representative’s Committee on Appropriations for a meeting with the PPA relative to Zamboanga’s Port Development. Hon. Julianito G. Bucayan, Jr. Undersecretary for Project Implementation and Special Concerns of the Department of Transportations and Communications endorsed the request himself to the PPA for appropriate action.

As a result, representatives from the PPA, including Rolando K. Perez, Manager of Harbor Maintenance, met with Lobregat last August 13, 2014. The representatives presented to Lobregat the plan to dredge the said area with a total project cost of close to 90M.

In the meeting, Lobregat requested for the immediate implementation of the proposed dredging project considering the needs of the shipping lines for the additional berths at the port. In turn PPA Engineering Office Assistant General Manager Tomas B. Carlos wrote to USEC Bucayan last August 18, 2014 to inform him of the points of the meeting with Lobregat and the congressman’s request for immediate implementation.
