Lobregat extends colorum tricycle ultimatum to May 22 PDF Print E-mail

Mayor Celso Lobregat has decided to move the last day for the renewal of motorized tricycle franchises to May 22 and has instructed concerned offices to extend working hours until Saturdays to serve clients.
Mayor Lobregat’s decision was based on a request from PASADOZ or Pangkalahatang Samahan ng ng Tricycle Drivers and Operators ng Zamboanga headed by Bagay Sabordo during an open forum Wednesday morning following the signing of the memorandum of agreement (MOA) that will facilitate the grant of fuel subsidy to legitimate tricycle operators in the city.

The Tricycle Adjudication Board (TAB), the body tasked to supervise the operation of motorized tricycles in the city and the City Treasurer’s Office have been instructed to be open even on Saturdays specifically May 14 and May 21 to accommodate franchisees.

Starting May 22, tricycle units operating without the updated franchises will be subjects of a crackdown, according to Mayor Lobregat.

Ordinance 185 otherwise known as “An Ordinance prescribing the operation of Tricycles and Granting Franchise for the Operation Thereof within the Territorial Jurisdiction of the City of Zamboanga” states sanctions for non-compliant operators. The sanctions include apprehension and cancellation of franchises and other administrative fines.

Last April 25, City Treasurer Soledad Li set May 2 as the last day of the renewal of franchises and the payment of corresponding fees. The deadline was supposed to be January 20, 2011 coinciding with the deadline for the payment of business taxes and other fees pertaining to the renewal of business permits.

The authorities were supposed to conduct a campaign against colorum tricycles after May 2.
Based on records from the TAB, only 4,600 operators out of the total 7,000 plus operators have renewed their franchises as of April 25. 

Meanwhile, only those who have renewed their franchises as of April 25 can avail of the P150 fuel subsidy from the national government.

The subsidy will be distributed starting May 17 up to May 28. The TAB and CTO will also be open on Saturdays to release the subsidy. The requirements for the release include the franchise certificate or receipt and a valid ID of the franchisee. — Sheila Covarrubias
