Congressman Celso L. Lobregat coordinated with the Philippine Ports Authority (PPA) on the Proposed Dredging Project at the Berth Areas of the Newly Constructed Wharf Extension of Zamboanga Port.

During the budget hearing of the Department of Transportation and Communication (DOTC) on September 2, 2014, Lobregat raised the issue concerning the Zamboanga port development to PPA General Manager Juan C. Sta. Ana.

The port development project titled: Construction of RC Wharf and Two (2) RORO Ramps with Breasting Dolphins, comprising one hundred seventy (170) meters of wharf expansion and two units of RORO ramps, was completed on June 10, 2014 with a total contract amount of PhP228,253,032.07. However, the wharf could not yet be utilized due to the shallow water draft between the berth areas. Lobregat pushed for the implementation of the proposed dredging project to address the concern.

PPA representatives including Rolando Perez, Manager of Harbor Maintenance, also met with Lobregat last August 13, 2014 regarding the project. The representatives presented to Lobregat the plan to dredge the said area with a total project cost of P95 Million.

In the meeting, Lobregat requested for the immediate implementation of the proposed dredging project considering the needs of the shipping lines for the additional berths at the port. In turn PPA Engineering Office Assistant General Manager Tomas B. Carlos wrote to DOTC Usec. Julianito G. Bucayan, Jr. last August 18, 2014 to inform him of the points of the meeting with Lobregat and the congressman’s request for immediate implementation.

PPA General Manager Sta. Ana, in his letter dated September 8, 2014 informed Lobregat that they have scheduled the procurement activities of the dredging project this September 2014. The expected advertisement of the said project will be on the last week of September 2014, while opening of bids is tentatively scheduled by the end of October 2014. Project implementation is expected to start by December 2014 with a project duration of 225 calendar days. PPA General Manager Sta. Ana also assured Lobregat that he will be updated on the status and development of the project. Lobregat furnished Zamboanga City Port Manager Engr. Liberto C. Dela Rosa a copy of the said letter.

Lobregat expressed appreciation to the PPA for the implementation of the dredging project within the year. —Jubels Santos
