Social Welfare Assistant Secretary Vilma Cabrera yesterday reaffirmed the commitment of the Department of Social Welfare and Development to help the city government of achieve its goal of building back a better Zamboanga.

The DSWD official declared this during a special meeting Inter-Cluster Committee (ICC) led by Mayor Beng Climaco in City Hall Wednesday morning to discuss agreements or action points decided in previous meetings. She was here in lieu of Sec. Dinky Soliman who had an urgent meeting in Malacañang also yesterday.

Asec Cabrera called on other national government agencies and humanitarian organizations to continue support to the Zamboanga response to ensure the protection and welfare of the affected community.

“We also bank on the commitment of the humanitarian agencies and other partners to give the city government the necessary support. We cannot do that alone, this is a partnership, alternative solutions should be in place,” the assistant secretary stated.

Among the issues discussed during the special ICC meeting were updates concerning the condition of temporary shelters in the grandstand and Masepla, Mampang; the water, sanitation and health issues; waste water management system; timeline in the transfer of internally displaced persons (IDPs) from evacuation centers to transitory sites; the timeline for the completion of the  and numerous others.

Asec. Cabrera lauded the efforts of the local government through Mayor Climaco for exerting all efforts to ensure that interventions in all aspects of the recovery and rehabilitation are on right track. She articulated that the vision of building back a better Zamboanga is a herculean task and would not be totally accomplished without the collaboration of all partners.

The DSWD official together with other stakeholders  visited the different transitory sites in the afternoon before returning to Manila yesterday.

Present during the  special meeting were the leads and co-leads of the different clusters under the rehabilitation coordination structure, representatives from the different humanitarian agencies and other implementing partners including Task force Zamboanga Chief Col. Andrelino Colina and City Police Director Col. Angelito Casimiro.

Sec. Soliman is in Zamboanga City frequently since the 2013 siege to follow-through all the plans and programs for the recovery and rehabilitation of the city. — Sheila Covarrubias
