ZCWD, Manila Water Company sign deal PDF Print E-mail

On June 11, 2010, the Zamboanga City Water District (ZCWD) signed a Memorandum of Understanding (MOU) with Manila Water Company, Inc. (MWCI) for a project concerning the need to reduce its non revenue water.

MWCI proposed to study the viability of entering into joint venture with the ZCWD for the development, implementation, financing, operation and management of a non-revenue water (NRW) reduction program, and septage management program that will cover the service area of ZCWD.

After receiving the unsolicited proposal from MWCI in 2011, on the same year, the ZCWD Board of Directors as Head of Procuring Entity issued a resolution accepting in principle the submitted proposal. ZCWD Joint Venture Selection Committee chaired by Assistant General Manager for Operations Group Alejo S. Rojas, Jr. and its Technical Working Group conducted a thorough evaluation and study of the unsolicited proposal

Finally on September 2014, the ZCWD Joint Venture Selection Committee endorsed the Certificate of Agreement which defines the terms and conditions agreed upon by the ZCWD JVSC and MWCI Authorized Representative headed by Engr. Arnold Mortera, Chief Technical Officer and Mr. Roldan Panagniban, New Business Development Officer to the ZCWD Board of Directors for approval. Following such accomplishment, the ZCWD Board approved the Terms and Agreement where a ceremonial signing of the Certificate of Successful Negotiation took place in October 23, 2014 at Marco Polo Hotel, Ortigas, Manila.

The Certificate of Successful Negotiation was signed by Mr. Gerardo C. Ablaza, Jr., President and CEO of Manila Water Company, Inc. and for ZCWD by Chairperson Nelida F. Atilano, and Joint Venture Selection Committee Chairman Alejo S. Rojas, Jr. Several officials from ZCWD and Manila Water Company were also present to witness the event. After signing, the Joint Venture Selection Committee is scheduled to publish the Invitation to Apply for Eligibility and Submit a Proposal (IAESP) for the competitive challenge to commence Stage Three of the 2008 NEDA Joint Venture Guidelines.
