House Deputy Speaker for Mindanao Beng Climaco has assured employees of regional offices that best efforts are being exerted to get Malacañang’s approval on the request to return the regional center to Zamboanga City.

However, Rep. Climaco clarified that studies being conducted on the issue pursuant to Malacañang Memorandum Circular 11 and its amendatory circular 11-A are not yet complete.

MC 11, issued December 11, 2010 which ordered a 30-day moratorium on the transfer order expird January 21 but Malacañang extended the moratorium through MC 11-A giving regional agencies concerned the chance to submit their report of the inter-agency study on the regional transfer issue and its impact on the region.

Just recently, according to Climaco she was informed that the Presidential Management Staff is collating all reports after which the same shall be submitted to President Noynoy Aquino for action.

The lady solon is confident that Zamboanga City has all the edge and advantage of being the regional center given all the existing facilities necessary and required for a regional hub specifically in terms of infrastructures, connectivity and communications among others.

The efficiency of service that Zamboanga City can provide and the plight of the employees are also among the points taken into consideration in the city’s appeal.  As the regional center, Zamboanga is efficiently serving not only to the residents of Region 9 but also the neighboring areas of Basilan, Sulu and Tawi-tawi, whose residents are also transacting businesses in the city because of proximity.

Climaco stressed that the employees of the different regional offices and the officials of Zamboanga City have been one in the fight to seek the return of the regional center to Zamboanga ever since 2007 and that a positive response on the issue from present administration is eagerly being awaited.

All efforts being exerted to convince that Zamboanga City is the most ideal venue as regional center in Zamboanga Peninsula but the ultimate decision will depend on the report of the Presidential Management Staff and the judgment of the president, Cong. Climaco added. — Rham Joseph Cabasag
