With the impending entry of super typhoon Ruby (international name for Hagupit), Mayor Beng Climaco yesterday convened the City Disaster Risk Reduction and Management Council (CDRRMC) to discuss contingency measures on how to mitigate the typhoon’s impact in case it hits the Zamboanga.

Based on the latest weather forecast, Ruby or Hagupit hit the Philippine Area of Responsibility (PAR) December 4 and is expected to intensify in the coming hours with 56 areas including Zamboanga City, deemed as “critical”.

Zamboanga City is listed under Alert Level A with rain of 5 to 10 mm/hour and winds of 30 to 45 kph, based on the list issued by PAG-ASA through the National Risk Reduction and Management Council.

“Our main goal is zero casualty,” the mayor  said, as tasked barangay officials to closely monitor the situation in their area of responsibility and to identify flood and landslide-prone areas. In cases of emergencies, barangay officials are tasked to be the immediate ground commanders. Covered courts are to be the evacuation centers.

Critical areas are the coastal areas, river banks and landslide prone areas.

She likewise tasked the CDRRMO under Assistant City Administrator Elmeir Apolinario, Ph.D. to closely coordinate with the different agencies concerned such as the PAG-ASA, Police and military, Coast Guard, MARINA, Liga ng mga Barangay, City Social Welfare Office and other agencies in case the situation will turn from bad to worse. The assistance of the Department of Health, Department of Social Welfare and Development Office as well as Red Cross is also  very vital.

In worst case scenarios, the CDRRMC also agreed on some contingency measures such as when, where and how evacuations should take place.

Frequent advisories will be issued to the people to constantly remind them of safety measures in a bid to prevent loss of lives and properties.

Among those present during the meeting were City Administrator Antonio Orendain Jr., Asst. City Social Welfare Officer Neneng Bayan, Coast Guard Zamboanga station commander LJGrade Jomark Angge, the acting MARINA director and representatives from the DILG, Liga ng mga Barangay, City Engineer’s Office, City General Services Office and other agencies. — Sheila Covarrubias
