The City Council, in its regular session yesterday, approved Ordinance No. 434 otherwise known as “The Integrated Bus Terminal (IBT) Ordinance of the City of Zamboanga (Integrado Terminal De Bus De Zamboanga).

Councilor Charlie Mariano, chaiman of the City Council's Committee on Energy and Public Utilities and Committee on Natural Resources and Environment and Protection, said Ordinance No. 434 is an ordinance that will establish, operationalize and regulate the use of the Integrated Bus Terminal (IBT) located in Barangay Divisoria.

The edict creates and defines the functions of the  Integrated Bus Terminal Committee; authorizes the imposition of reasonable rental rates and other fees ,charges and provides penalties for violations and for other related purposes.

Under the approved ordinance, the IBT Committee is composed of the following persons: City Mayor as the chairman; City Administrator, vice chairman and City Treasurer, City Legal Officer, City Health Officer, City General Services Officer, City Environment and Natural resources Officer, City Investment Promotions Officer, Sangguniang Panglungsod Chairperson Committee on Energy and Public Utilities, SP Chairperson Committee on Tourism, Zamboanga City Police Director and Punong Barangay of Divisoria, members.

Section 8 of the ordinance provides the IBT rates, fees and or/other charges for public utility vehicles (PUV).

The following fees shall be charged for the use of the IBT:  Departing provincial bus -- P75;  big buses with 7700 kilograms weights above.-- P 50; departing provincial van --  P10, -- departing PUV Jeepney using IBT loading area from City proper -Divisoria/ IBT route and vice versa and pParking fees for private four-wheel vehicles -- P 10. For the first three hours, P10 .for delivery van for succeeding every three hours, P5. For the first three hours for motorcycles and privately-owned,  P5.  For the succeeding three hours for serviced tricycles, terminal fees for departing passengers is P15 per individual, P10 per child and above, old/student and senior citizen, person with disabilities, infants, children five years and below are free of charge.. No charges shall be imposed for the use of its inside pre-departure area. P 5.shall be collected from individuals using the restrooms outside the pre -departure area and arrival.

Mariano said that all contracts entered into by the IBT Committee with private persons will be provided by the City Council for approval. All rental rates will be promulgated by the IBT Committee. -- Allen Abastillas
