General Santos City can become the safest and secure city with all exit, entry roads and coastal areas sealed if the P14 million annual intelligence funds is properly used in one term by the mayor.

An obrserver who requested an anonymity said the city has only 26 barangays. The one term of the mayor is three years and the total intelligence funds for the mayor’s one term is equivalent to P42 million

He explained that if the incumbent mayor will serve for three terms which is equivalent to nine years,  his intelligence funds  will amount to P126 million. According to him, this huge amount can construct a police center in each of the 26 barangays as well as the coastal areas and all exit and entry roads.

Another observer noted that the (Gensan) city needs only 780 policemen who can be divided into three shifts in 24 hours to check and inspect all the indetities of the people in each area of jurisdiction together with the Barangay officials, personnel of the Department of Social Welfare and Services ( DSWD ) and some other agencies.

On the other hand, a City Hall official said the population of the (Gensan) city has reached 538,000. Thenumber of households is 125,368 and the annual budget for infrastructure is P 210,103,814.
