Responding to some problems that arose in the implementation of Kalasag 2011, Police Regional Office-9 Director Chief Supt. Elpidio Z. De Asis Jr. has ordered that all motorvehicle owners who conduct business for macro-etching,  seeking information on motorvehicle status and clearances  at the Highway Patrol Group 9 and PRO9 Crime Laboratory Office are authorized to enter Camp Batalla provided that they leave any identification card or a driver license to the policemen on duty at the camp’s gate.

De Asis’ order came after several complaints from vehicle owners surfaced against the implementation of Kalasag 2011, a letter of instruction issued by Philippine National Police Chief  Director General Raul M. Bacalzo requiring all motorvehicles of the PNP and civilians entering PNP Camps nationwide to register their vehicles for them to be issued passcard or decal sticker at the Regional Intelligence Unit.

De Asis issued the order after learning that many vehicle owners complained against Kalasag 2011, saying that this policy prevents them from transacting businesses with the different PNP offices inside the camp like the HPG-9 and the PNP crime laboratory.

One vehicle owner said the PNP should be friendly to people who are conducting business at HPG9 and Crime Laboratory.
Another vehicle owner yesterday thanked De Asis for making the exception so that they will noy experience hardship in entering at Camp Batalla to transact business.
“I instructed Sr. Supt. Jonathan Perez to consider people conducting businesses at HPG9 and crime laboratory,” De Asis said.
The crime laboratory had earlier made a request for consideration and exception of motorvehicle owners entering Camp Batalla.

“I instructed Perez for the guard on duty to use their common sense in checking the entry  of motorvehicles to conduct business at the HPG and crime laboratory,” De Asis said.– Allen Abastillas
