The Department of Social Welfare and Development wrote Congressman Celso L. Lobregat seeking   his endorsement for the approval by the Regional Development Council (RDC) of its deferred 2016 budget for field office IX when it convenes on Monday, April 20, in Pagadian City.

The RDC, in its last budget review in Pagadian City, deferred action on the proposed budget for the second time on motion by Congressman Lobregat who questioned why DSWD implemented the Sajahatra Bangsamoro projects in Zamboanga City even if there are no recognized-MILF communities in the locality.

Lobregat’s motion was carried by majority vote of RDC members.

Zenaida Arevalo, DSWD Field Office IX regional director sent Congressman Lobregat copies of her communication to the Office of the Presidential Adviser on the Peace Process (OPAPP) thru Director Hadzer Birowa and the latter’s response to Lobregat clarifying on several queries regarding the selection of program beneficiaries in Zamboanga City.

The OPAPP had earlier admitted implementing the program since 2013 in barangays identified as “MILF Communities”. Some 100 beneficiaries in five barangays in the city were included in the program implementation.

Lobregat objected on the ground that Zamboanga City is not part of the ARMM or the proposed Bangsamoro territory and more so that there are no MILF communities in the city.

It will be third time the RDC will tackle the DSWD FO IX 2016 budget when it meets on Monday. — Jubels Santos
