City Agriculturist Diosdado Palacat has sought the temporary deferment of the cloud seeding operations in the light of frequent rains experienced in the city the past days.

Palacat said he constantly coordinates with the Philippine Atmospheric Geophysical Astronomical Services Administration (PAG-ASA) both in the city and the national offices for weather forecasts.

With the frequent rainfall the past days, the cloud seeding operation is no longer needed. However, Palacat said, inducing artificial rain would be pursued should the dry spell persist and will further increase damage to the agriculture sector.

The request for cloud seeding operations is pending approval of the Department of Agriculture. The memorandum of agreement for the cloud seeding operation has been signed by Mayor Beng Climaco and other concerned city officials and representatives from the Zamboanga City Water District (ZCWD). It is awaiting the signature of Agriculture Secretary Proceso Alcala.

The City of Zamboanga was declared under a state of calamity due to the prolonged dry spell last April 1 by the City Council per recommendation from the City Disaster Risk Reduction and Management Council (CDRRMC). The cloud seeding operation is one of the most immediate measures recommended to mitigate the effects of the long dry spell in the city.

For several days now, the city has been experiencing rains prompting authorities to think twice about the conduct of the cloud seeding operations which require a huge funding. Based on the proposal, the DA’s counterpart will be P3million, the ZCWD will share P700,000 while the local government unit will chip in P300,000. — Sheila Covarrubias
