Beng cites NGO role in nation building PDF Print E-mail

House Deputy Speaker for Mindanao Beng Climaco has underscored the role of non-government organizations and volunteer groups in nation building citing their voluntary contributions where they invest their time, talent and resources in the service of others.

Climaco emphasized this during a recent hearing of the House Committee on People’s Participation where proposed House Bill 04374 entitled “An act to Strengthen nation building through the institutionalization of a strategic volunteerism based multi-sectoral public-private partnership framework in all local government units and congressional districts in the country and for other purposes”.

The committee meeting was attended by various volunteer groups and NGOs including Zamboanga City organizations represented by Dr. Anton Lim and Edwin To.  Tony Meloto of the Gawad Kalinga was also present.

Cong. Climaco , who is a co-author of the proposed bill, said the NGOs and volunteer groups are doing a great service to the country through the various initiatives they undertake in support of government programs to help ameliorate the plight of the marginalized sector.

The discussion during the committee meeting centered on how the institutionalization will likewise be of help or might have an effect on the different groups as to their respective thrusts.

The bill, with principal author, Rep. Feliciano Belmonte Jr., was presented for first reading last March. It was referred to the committee on people’s participation.
At present, the bill is pending with the committee and is approved in principle and referred to the Technical Working Group (TWG) for amendments.

Objections on the proposal center mostly on the provision on additional 1 percent increase on the real property tax. The TWG has agreed to refer the bill to the Committee on Ways and Means for a more exhaustive discussion. — Marvin Segura
