More than 200 families occupying the evacuation center inside the Joaquin F. Enriquez Memorial Sports Complex in Baliwasan since the Zamboanga siege in September 2013 are expected to transfer to the Masepla transitory site in Mampang starting today.

Assistant City Administrator Dr. Elmeir Apolinario, who heads the temporary shelter cluster, announced this during the press briefing yesterday in City Hall, stressing that the voluntary transfer of IDPs is one of the preparations that the city government is doing to pave way for the total rehabilitation of the now severely damaged sports complex.

He said there are at present 4,017 internally displaced persons (IDPs) or more or less 600 families left at the Grandstand and most of them have already expressed willingness to voluntarily move to the transitory sites either at Masepla in Mampang or in Taluksangay as soon as temporary shelters are made available for them.

However, Dr. Apolinario said there are only 239 single detached shelters (SDS) at Masepla that are ready for occupancy as of today. “We make sure these 239 SDS at Masepla will already be available tomorrow (today) for the IDPs from the Grandstand.

He added that about 400 additional temporary shelters are under construction to complete the transfer of IDPs from the grandstand the soonest time possible. Of the number, 139 SDS are being constructed at Kasanyangan Village.

“As soon as we completely clear the grandstand of IDPs, we will immediately begin the total rehabilitation and improvements of the sports complex hopefully by September, which is our timeline,” Apolinario said.

According to him, the City Engineer’s Office was to submit yesterday afternoon the revised plans and estimates for the rehabilitation of the grandstand that will be the basis for the sourcing out of funds before undertaking the bidding process.

“The city government on orders of Mayor Beng Climaco is doing everything possible to effect the rehabilitation of the grandstand in the earliest time possible—that is after the voluntary relocation of the IDPs thereat,” Apolinario stressed. — Vic Larato
