Power forum held; Celso thanks Petilla, urges ‘act with a sense of urgency’ PDF Print E-mail

District 1 Congressman Celso Lobregat District thanked Department of Energy (DOE) Secretary Jericho Petilla for immediately attending to the Zamboanga Power Crisis situation. Lobregat organized the power forum, in coordination with the DOE Secretary. This was held on Thursday, 21 May 2015 at the Garden Orchid Hotel, Zamboanga City .

Said power forum was a result of the top level meeting held last May 15 at the DOE Secretary’s office to address and look for solutions to the power crisis in Zamboanga City , upon the urgent request of Congressman Lobregat.

Among those in attendance in the said forum were Secretary Petilla of the DOE, Deputy Administrator for Electric Distribution Utilities Service Engr. Eduardo Piamonte of the National Electrification Administration (NEA), Engr. Alvin Ortega of the Energy Regulatory Commission (ERC), and Atty. Ina Garcia of the Power Sector Assets and Liabilities Management Corporation (PSALM). Mayor Isabelle Climaco-Salazar, Vice Mayor Cesar Iturralde, Councilors Charlie Mariano, Benjamin Guingona IV, Vincent Paul Elago and Myra Paz Abubakar were also present.

Vice President for Project Development Joseph Nocos of the Alsons Energy Development Corporation was also invited and made their presentation. SO Energy, another power generator, was also present.

The forum started at past 9:00am. Congressman Lobregat gave his welcome remarks. This was followed by the message from Mayor Isabelle Climaco-Salazar.  DOE Secretary Jericho Petilla presided over the power forum after giving his message. A power situationer was presented by the energy sector which includes DOE, NEA, PSALM and ERC. ZAMCELCO and the Alson’s Group also gave their presentation. An open forum was held during and after the presentations. At 1:00pm, Secretary Petilla left since he needs to go to Davao City for another commitment. Before he left he asked ZAMCELCO board and management to act now. The forum continued and Lobregat presided when Petilla left. Upon the manifestation of Congressman Lobregat not to procrastinate and urged ZAMCELCO and the board to act with a sense of urgency, important decisions were made by ZAMCELCO board and management during the meeting.

ZAMCELCO decided to continue and pursue the non-firm contracts with power generators and the purchase of 50MW from the Western Mindanao Power Corporation (WMPC) starting January 2016. Lobregat also urged ZAMCELCO to act on the Investment Management Plan (IMP) and ZAMCELCO said that they will seek the decision in the general assembly to be held in June.

The energy power forum was well-attended, with 152 participants, coming from various sectors to include the city government, various consumer groups, other stakeholders such as the business and bankers group, commissions and offices, academe, religious sector, police/military and the media.

At the end of the forum, Congressman Lobregat again thanked Secretary Petilla and the energy cluster for coming to Zamboanga on a very short notice. He also thanked all the participants for attending and staying for 7 hours. Important issues were discussed and important decisions were made.
