Solis on Cabatangan land: ‘Act now before it’s too late’ PDF Print E-mail

Atty. Vic R. Solis has reiterated his earlier appeal to the city government to take immediate action on those Cabatangan properties which are owned by the Autonomous Region in Muslim Mindanao (ARMM) before the Bangsamoro Basic Law or BBL becomes effective.

“Act now before it’s too late,” he stressed.

Pursue with deliberate speed and avail of the legal processes provided in RA 9054 before  the city loses the chance to recover Cabatangan, he added.

Solis urged that Mayor Climaco-Salazar’s actions should include the filing of a “mandamus” case in court to compel the national government to purchase the ARMM properties, and thereafter sell them to the city government, which, according to him, is compulsorily required in Sec. 1, Article XVIII of Republic Act No. 9054, or the amendatory ARMM law.

He said that the city mayor must be willing to take the political consequences of a legal action against the national government, and if that means “rocking the boat”, she should consider that as part of the price of leadership. Solis was obviously alluding to the fact that the city mayor belongs to the same political party as the President.

He informed that under the draft of the BBL approved by the Ad Hoc Committee in the House of Representatives, the national government will no longer be mandated to purchase the Cabatangan properties, and the city would  lose the opportunity to recover the properties existing under RA 9054.

Earlier, Representative Lilia Macrohon-Nuno of the second legislative district, tried to introduce in the Ad Hoc Committee an amendment that would facilitate the eventual transfer of the properties to the city. However, this was turned down by the committee.

The BBL is now referred to as the Basic Law on the Bangsamoro Autonomous Region in the approved draft of the ad hoc committee which is being deliberated by the entire House of Representatives.
