Contingency planning focuses on man-made calamities PDF Print E-mail

Aimed to strengthen the capacities of communities in disaster prevention, mitigation, preparedness, response, rehabilitation and recovery, multi-stakeholders convened Tuesday for a 3-day workshop on Contingency Planning anchored on the theme “Contingency Planning: a strategy for a convenient, unified and disaster resilient Zamboanga City.”

Organized by the City Disaster Risk Reduction and Management Office (CDRRMO) with support from the Office for the Coordination of Humanitarian Affairs (OCHA), the workshop discusses contingency measures in cases of human-induced violence (worst case scenario).

CDRRMO Head Elmeir Apolinario, who is the Assistant City Administrator, said the intensive workshop will include lectures with discussions and presentations by sector.

Mayor Beng Climaco cited the significance of the contingency planning activity given the challenges besetting the city in the wake of the 2013 siege, the worst human-induced calamity ever experienced by the city.

In her welcome message, the mayor appealed for the support and cooperation of all sectors to all efforts aimed at keeping law and order in the city. She said each and every sector in the city has a role to play in all issues affecting the city.

The first day of the workshop Tuesday was graced by Social Welfare Assistant Secretary Vilma Cabrera who talked about evacuation and relief operations. Other speakers and their topics included City DILG Director Atty. Mohammad Arakama who spoke about crisis management; Muktar Farah, OCHA-Head Mindanao, who talked about introduction of emergency response preparedness planning, risk analysis in region and armed conflict situation in Zamboanga Peninsula and City Police Director PSSupt. Angelito Casimiro who presented the Law Enforcement Updates, Peace and Order Protocol and other related activities.

The second day of the workshop today, Wednesday, will feature Western Mindanao Command Chief LGen. Rustico Guerrero who will discuss about the overall security situation updates, insurgency and terrorist groups; Task Force Zamboanga Commander who will tackle about counter-terrorism and armed conflict measures, pre-emptive counter-terrorist plan and intelligence reform for terrorism prevention; Dr. Joshua Brillantes of the Department of Health-9 who will talk about Emergency Response Protocols and Engr. Alejo Rojas Jr., Assistant General Manager of the ZCWD who will tackle utilities operation.

Undersecretary Alex Pama of the National Disaster Risk Reduction and Management Council (NDRRMC) will keynote the workshop Thursday with his presentation on disaster risk reduction and management and contingency planning.

The workshop set from June 9-11 at the Royce Convention in Astoria Hotel, is attended by all sectors to include military, police and other law enforcement units, national and local government agencies, private groups, barangay officials from the 98 barangays including the academe and all other sectors. — Sheila Covarrubias
