If passed into law by this 15th Congress, this will be a milestone for future generations here in Zamboanga City. A legacy for the youth.
Thus exclaimed 2nd District Rep. Erbie A. Fabian as he announced the approval of House Bill No. 422 by the House plenary on second reading last week.
House bill No. 422 entitled ‘An Act establishing the Pasonanca Watershed Forest Reserve located in Zamboanga City as protected area under the category of Natural Park and its peripheral areas as buffer zones …’ will benefit the city immensely through the protection of its vital watershed cover, one of the few remaining across the country and preserve its water reserves.

The approval of the House Committees on Natural Resources and Appropriations has paved the way to its approval on 2nd reading.
The measure gets final house approval on its third and final reading  next month once the 15th congress resumes session.
Once approved on third reading, the bill now goes to the senate where a counterpart measure will be enacted and submitted to the Senate Committee on Natural Resources, chaired by Sen. Juan Miguel Zubiri  for deliberations and approval.

If Senate approved within thr 15th congress, it goes to Malacanang where the President finally approves and decrees it into law.
Rep. Fabian said elevating the watershed area into the category of natural park is necessary as this will help protect both the flora and fauna of the reserve where several species of both plants and animals are reported to be in critical state of extinction.

The area also plays host to the vast Zamboanga City Water District water cover, of extensive forest reserve which keeps the water surface flowing even during the hot dry summer months providing much needed water to the city.

The 2nd District solon has sent his second bill for possible passage to the Senate as House Bill No. 425 has passed third reading in the lower house earlier.
House Bill No. 425  is an act which seeks to increase the minimum bed capacity of the Zamboanga City Medical Center from its current 250 bed to 500.
It is now with the Committee on Health of Sen. Pia Cayetano undergoing deliberations.

In an earlier interview top officials of the city water district expressed hight hopes the Fabian bill will be enacted into law soon.
ZCWD Manager Leonardo Vasquez in an earlier TV guesting said the bill will greatly impact on the water utility’s ability to provide sustainable water source to the people of the city.

Rep. Fabian vowed to follow through the bill’s passage when he returns to the House next month.
Congress is currently on recess after concluding its 1st session early this month.
