Mayor Beng Climaco has taken over direct supervision and control of the City Administrator’s Office, pending the appointment of a new city administrator vice Antonio G. Orendain Jr., who quit the post he held for several years under the administrations of four mayors effective June 30, this year

However, in her Executive Order No. BC125-2015 issued last June 30, placing the City Administrator’s Office under her direct supervision and control, Climaco has designated the concurrent Assistant City Administrator, Dr. Elmeir E. Apolinario, to act on the administrative activities and routinary functions of the office vacated by Orendain.

Dr. Apolinario has for years served as assistant city administrator but he relinquished the post late last year to assume as department head of the newly created City Disaster Risk Reduction Management Office.

The chief executive, however, designated Apolinario again as concurrent Assistant City Administrator per EO No. BC114 dated April 25, 2015.

Orendain, on the other hand, tendered his resignation effective June 30, 2015, following a new Civil Service ruling that requires a career eligibility for the position of city administrator.

Orendain holds a distinct honor of being one among the few government officials reappointed to the same position, making him the man of trust and confidence by four succeeding mayors.

A former barangay chairman of Zone 3 and erstwhile president of the Zamboanga City Electric Cooperative (Zamcelco), Orendain served as city administrator during the incumbency of the late Mayor Maria Clara L. Lobregat.

He was reappointed by former Acting Mayor Erbie Fabian, then by former mayor now Congressman Celso Lobregat, and now Mayor Climaco.— Vic Larato
