LIAC, UN Rapporteur tackle IDP updates PDF Print E-mail

A special Local Inter-Agency Council (LIAC) meeting was held Wednesday afternoon to present to UN Special Rapporteur for Internally Displaced Persons (IDPs) Atty. Chaloka Beyani the latest developments on rehabilitation efforts and the welfare of IDP communities.

Chaired by Vice Mayor Cesar Iturralde, the LIAC meeting consisted of presentations made by City Social Welfare and Development Officer (CSWDO) Maria Socorro Rojas and City Housing Head Rodrigo Pagotaisidro on the situational brief of IDPs in different transitory sites, the humanitarian interventions initiated by the City, and the status of the permanent housing projects under the Z3R plan being undertaken by the National Housing Authority (NHA).

With the presence of Beyani, the LIAC meeting likewise extended its discussions to instituting durable solutions for IDPs, and to gaining insights on how other countries handled and dealt with the challenge of internal displacement.

In his message, Beyani shared to members of the LIAC his thoughts and recommendations following his visit to the transitory sites in the City, underscoring the government’s responsibility to its IDPs.

“The protection of IDPs is primarily a government responsibility, and so far, we have seen how the government of the Philippines is living up to this primary national responsibility,” Beyani said.

He noted that internal displacement is not an isolated case in the Philippines but is a problem faced by other countries as well.

The UN Rapporteur also stressed the need for immediate interventions addressing the water and shelter needs of IDPs who recently transferred to Lupa-Lupa from Grandstand.

Present in the LIAC meeting were Social Welfare Assistant Secretary Vilma Cabrera, local government department heads, representatives of national agencies, and humanitarian organizations.  — Jasmine Mohammadsali
