City dad criticized for defending embattled Zamcelco manager PDF Print E-mail

The president of the local chapter of an electric consumer group on Thursday criticized a councilor for seemingly taking to the defense of the general manager of the Zamboanga City Electric Cooperative (Zamcelco) who is resignation calls.

Mon Follosco, Zamboanga Cirty Chapter president of the National Association of Electricity Consumers for Reforms (NASECORE-Zamboanga City) said in press statement that  Councilor Charlie Mariano appears to be covering up alleged shortcomings of Zamcelco General Manager Engr. George Ledesma “without presenting immediate and concrete solutions to the problems besetting Zamcelco.”

Follosco was reacting to the pronouncement of Mariano, who is chairman of the City Council’s Committee Energy, that Ledesma should be given ample time to solve the power problem in Zamboanga City.

Mariano was quoted as saying during television interview the other day that he is recommending to give more time to resolve the problem of Zamcelco before deciding on the resolution passed by District 1 Councilor Mel Sadain calling for Engr. Ledesma to step down.

Sadain’s resolution was presented during the Council’s regular  session last August 4, but was later referred to Mariano’s Energy Committee to study and evaluate the matter in one week period. But during the August 11, 2015 regular session, the Energy Committee has presented no report to te Council in session. Instead Mariano called for a Committee meeting on on Thursday August 13.

Follosco said it was too early for Mariano to make statement as the Committee on Energy meeting was only conducted yesterday.

“With due respect to Councilor Mariano, he should represent the sentiment of the Committee members and the affected member-consumers. He should not be defending Ledesma but protecting the people of Zamboanga City — who elected him into office — from the power outages, huge debts and high system loss of Zamcelco  that Ledesma has so far failed to address.

Mariano’s defense of Ledesma creates a strong impression that he is now the defender of Ledesma and not of the people.

“He has now made himself the enemy of the city,” Follosco said.

“To give ample time to the GM is another story as GM Ledesma is already over staying as provisionary General Manager for one year and unfortunately, it’s already 18 months now when he was appointed by the National Electrification Administration (NEA) sometime in 2013,”Follosco pointed out.

He said if GM Ledesma is efficient, he must be able to show an Action Plan to be submitted to the Board for approval and explain his accomplishments.

“If none, that will prove his incompetence as GM,” Follosco said.

He added:“Task Force Kapatiran” is already in the process of addressing Zamcelco’s high system loss and the said Task Force is a NEA prescription which “only validates the incompetence of GM Ledesma, so, why give time for him (Ledesma) on the so-called systematic improvement?” Follosco asked. — Dan Toribio Jr.
