Zamboanga City District 1 Representative Celso L. Lobregat was recently conferred as an Outstanding Congressman of the Philippines (TOCP) 2015 Award by the Publishers Association of the Philippines, Inc. (PAPI).

The conferment rites were held during the culminating dinner program of the PAPI Midyear Convention at the Asian Institute of Management (AIM) in Makati City on August 28, 2015.

Lobregat thanked PAPI for the recognition and said he is very honored to have been chosen among the many nominees. As Zamboanga City Representative, Lobregat vowed to fight for Zamboanga City’s interest, to stand firm for what is best for Mindanao, to defend the Constitution and to protect the Republic. Lobregat is a very active member of Congress, particularly on the issues concerning the proposed Bangsamoro Basic Law (BBL). Lobregat has been in the forefront, in and outside Congress, pushing for a BBL that is feasible, acceptable, and in conformity with the Constitution and existing laws.

According to PAPI President Luis T. Arriola, based on the TOCP Search criteria and the House of Representatives records made available, the TOCP Search Committee has chosen Lobregat among the many nominees. Eight were accorded the highest honors.

Together with Lobregat, the other TOCP 2015 awardees were Representatives Gary Alejano (Magdalo Party-List), Amado Bagatsing (Manila, 5th District), Leopoldo Bataoil (Pangasinan, 2nd District), Neri Colmenares (Bayan Muna Party-List), Jonathan dela Cruz (Abakada Party-List), Luzviminda Ilagan (Gabriela Party-List) and Samuel Pagdilao (ACT-CIS Party-List).

Those who received Special Honors Citation were House Deputy Speaker Giorgidi Aggabao (Isabela, 4th District), Representative and Former President Gloria Macapagal-Arroyo (Pampanga, 2nd District), Representatives Gina De Venecia (Pangasinan, 4th District) and Emil Ong (Northern Samar, 2nd Disrtict)

According to Arriola, the TOCP Search seeks “to publicly recognize and honor deserving members of the lower chamber of Congress who, as direct representatives of their constituents, have exemplarily discharged and performed their mandated duties, obligations and responsibilities in both quantitative and qualitative terms, and contributed significantly and meaningfully to the promotion of public welfare.”

Under the mechanics of the TOCP Search, nominees may be submitted by any individual, organization or institution. The nominees were screened by a TOCP Search panel based on a set of quantitative and qualitative criteria, official records and public and private demeanor of the nominees.

Lobregat was nominated by Mr. Marcelino Joaquin Ledesma Velasco, Epic Records, Sony Music Contract Artist and a Zamboanga City resident.

PAPI President Arriola said “they have decided to resume their annual TOCP Search after a brief respite, following the expose of major fund scams in government last year where some members of Congress were involved.”

COMELEC Chairman Andres Bautista was the Guest of Honor and Speaker for the occasion.

Lobregat was joined by his family and friends during the ceremony. The Board of Trustees of Zamboanga Puericulture Center No. 144, Inc., led by its President Dr. Rodel M. Agbulos, were in Manila on the date of the awarding and they also joined Lobregat in the event as way of support.  — Jubels Santos
