Lobregat raised ZCMC budget concerns to DOH PDF Print E-mail

Zamboanga City District 1 Representative Celso L. Lobregat raised some budget concerns of the Zamboanga City Medical Center (ZCMC) before the Department of Health (DOH) during the budget hearing held last September 9, 2015 in the House of Representatives.

Lobregat pointed out that ZCMC has less allocation compared to the other regional hospitals. As per FY2014 GAA, its capital outlay is only PhP13,000,000. In the FY2015 GAA, its capital outlay increased with the amount of PhP147,000,000. But still comparing the allocation to other regional hospitals, it is still lower.

Lobregat asked DOH how much has been released out of the PhP147,000,000 capital outlay allocation in 2015. DOH Secretary Janette Garin said that nothing has been released yet.

Lobregat expressed his frustration over the fact that it is already September and yet nothing has been released.

Secretary Garin said they are still awaiting the SARO. Lobregat also asked DBM to respond and DBM representative said that no details of the projects have been received. Lobregat remarked that when the 2015 budget was presented last year, there was already an itemization of the projects to be implemented.

Garin said that DBM will be releasing the SARO in a few days. DBM is still awaiting documents. For ZCMC, Secretary Garin said that it has already complied with the requirements of DBM.

Lobregat also brought out the issue on Health Facilities Enhancement Program. Citing the FY 2015 GAA, the amount of PhP13,271,393,000 was appropriated for the Health Facilities Enhancement Program. Of this amount, only PhP393 Million was released under the Treatment and Rehabilitation Centers and PhP400 Million was released for the bottom-up budgeting. “What about the other more than PhP12 Billion?” Lobregat asked.

Cong. Lobregat also requested that the Medical Directors of the DOH retained hospitals, including ZCMC, and the DOH Regional Directors, past – Dr. Nimfa Torrizo, and present – Dr. Aristides Tan, be present in the pre-plenary briefing of the DOH which is set on September 29, to further discuss the issue of the delay in the releases.

Secretary Garin presented last September 9 before the Committee on Appropriations the proposed FY 2016 budget of the DOH amounting to PhP122.73 Billion. Representative JC Rahman Nava was the presiding officer and the Appropriations Vice-Chairman assigned to sponsor and defend the FY 2016 budget of the DOH. — Jubels Santos
