Mayor Beng Climaco emphasized anew the need for the local government and all sectors concerned to have a critical eye on infrastructure projects being implemented under the Zamboanga City Roadmap to Recovery and Reconstruction to ensure that they are done within standards and are complete with all amenities before they are turned over to beneficiaries.

This, as the planned creation of a third party monitoring team by the National Housing Authority (NHA) did not materialize due to some technicalities.

“Nuay man create el NHA poreso debe todo agencia trabaja junto para puede sila hace enbuenamente di ila cada’y cual responsibilidad,” the mayor said in a recent radio interview.

Although already delayed by four months, the Z3R houses and other infrastructures are to be completed by the end of December 2015, based on target set by the implementing agencies specifically the NHA.

The road packages with the drainage systems are undertaken by the Department of Public Works and Highways.

“We have to set a target date, what are achievable and by when and we have to achieve these targets,” Mayor Climaco stated.

She stressed that turnover of permanent houses, even if they are already complete, cannot take place if the light and water connections and sanitation facilitation are not available.

The mayor hinted that the local government needs to organize a monitoring team but following the necessary procedures and requirements.

The NHA has already constructed a number of houses but turnover cannot take place due to lack of needed utilities and sanitation requirements such as drainage systems.

The latest turnover to take place was in Tulungatung last October 10 when 55 Z3R  houses were handed over to the beneficiaries. — Sheila Covarrubias
