Mayor Climaco urges strict enforcement of ‘Oplan Alma’ PDF Print E-mail

Mayor Beng Climaco appeals for public support and cooperation in the enforcement of measures provided under operation plan “Alma” to ensure an orderly and peaceful observance of All Saints’ Day and All Souls’ Day on Nov. 1 and 2, respectively.

The mayor also called on law enforcement agencies, barangay officials, civic groups and volunteers to strictly enforce the two executive orders she issued October 27.

Executive Order 145 provides rules and regulations in cemeteries and Executive Order 146 authorizes the City Police Office through the Traffic Section Chief to plan, adopt and implement temporary traffic rerouting scheme on all roads leading to public and private cemeteries –all to take effect 12am of Nov. 1 until 5pm of Nov. 2.

EO 145 bans the bringing of bladed weapons, firearms and other similar items including the bringing, selling and drinking of liquor inside all cemetery premises.  The putting up of the temporary stalls and the selling of food, beverages, candles and other items within the 50- meter space leading to the entrance/ gate of the cemetery is likewise prohibited so as to ensure free and unhampered flow of vehicular and human traffic.

The same EO prohibits the playing of loud music from radio/ stereo cassettes or communicating through microphones, any type of gambling and the use of firecrackers.  All motor vehicles are prohibited inside cemeteries.

Based on EO 146, the police have prepared a traffic rerouting scheme in all roads leading to public and private cemeteries to help ensure a hassle-free observance of the day of the dearly departed.

Uniformed personnel from the City Police Office will be deployed for security and traffic measures on all roads leading to major public and private cemeteries within the seven-kilometer radius. This is on top of the police personnel coming from the different police precincts.

The city’s traffic enforcement team is tasked to assist the police in traffic management.

The City Health Office under Dr. Rodel Agbulos  in coordination with the Department of Health and other agencies will lead in the health aspect of the entire  operation plan by deploying health teams in all cemeteries.

Oplan Alma is an operation plan that covers security deployment, traffic rerouting, deployment of health personnel and other rules and regulations for implementation in major cemeteries—both public and private. — Sheila Covarrubias
