Mayor Beng Climaco has insisted on the creation of a third party monitoring team that will check on the quality of materials used in all projects under the Zamboanga City Roadmap to Reconstruction and Rehabilitation (Z3R).

Climaco said she manifested the creation of the third party monitoring body during the high-level meeting on Z3R with Public Works Secretary Rogelio Singson and Social Welfare Secretary Dinky Soliman in Manila last Oct. 28.

She stressed the third party team is necessary “because the local government unit must not answer for the substandard materials used in the Z3R projects.”

The chief executive also suggested that marine soldiers be made to stay in temporarily in the newly completed housing units, while waiting for turnover, to prevent burglars destroying the units.

Climaco lamented during the press briefing in City Hall yesterday that some completed housing units had been cannibalized and destroyed by burglars prior to their turnover to the beneficiairies.

“So, we will ask the marines to take over the housing units so that they can secure them against burglars before the turnover,” the mayor said.

She likewise reiterated that the city government will not accept projects that are sub-standards. “They must comply with the sanitation law.”

Problems on water and electricity connections to Z3R housing units (and communities) were also threshed out during the high-level meeting, that additional funds are needed to bring the utility connections to the project sites. — Vic Larato
